The Rep. Rashida Tlaib (D-MI) amendment #28 to the "National Defense Authorization Act (NDAA) for Fiscal Year 2024" eliminates the statutory requirement that the U.S. hold a minimum of 400 nuclear Intercontinental Ballistic Missiles (ICBMs). Weakening National Security by Reducing the Number of Nuclear ICB Missiles Held by the United States.

The Rep. Josh Brecheen (R-OK) amendment #25 to the "Department of the Interior, Environment, and Related Agencies Appropriations Act, 2025" prohibits funding within the bill from being used for any diversity, equity, and inclusion (DEI) program or office. According to the sponsor, the amendment is necessary as the Department of the Interior has a DEI office and DEI officers "who train their staff on how to be racist toward White people". The sponsor also noted the National Endowment for the Arts has an equity officer, Nicole Phillips, whose "job is dedicated to advancing racism". Support is the Limited Government Position as taxpayer funds should not be utilized to push politized initiatives or for an entity that does not perform a core function of government.

Banning Funding for Diversity, Equity and Inclusion (DEI) within the Department of Interior Appropriations Bill.

The "Transnational Criminal Organization Illicit Spotter Prevention and Elimination Act" sponsored by Rep. Juan Ciscomani (R-AZ) would increase punishments on individuals who aid cartel operations at the southern border plus enhances penalties for carrying or using a firearm in connection with certain criminal immigration violations. According to the sponsor, the bill targets "spotters" who help cartels evade law enforcement by surveilling portions of the border, communicating the positions of law enforcement agents and officers, and destroying hard infrastructure and communications devices. Support is the Limited Government Position as ensuring public safety and national defense is arguably the most important role of government. Failure to secure our nation's border not only has catastrophic implications on the ability to maintain law and order, but also creates countless other issues, ranging from welfare to the education system. This bill failed to receive the 2/3rd vote necessary to pass.

Strengthening Border Security by Enhancing Penalties Against "Spotters" for Assisting Cartels to Evade Law Enforcement.

The Rep. Matt Rosendale (R-MT) amendment #53 to the "Department of Homeland Security Appropriations Act, 2025" prohibit funds from being used to enforce DHS Secretary Mayorkas' memo titled: ''Worksite Enforcement: The Strategy to Protect the American Labor Market, the Conditions of the American Worksite, and the Dignity of the Individual.'' According to the sponsor, the "memo prohibits ICE from conducting worksite enforcement operations except in extremely limited circumstances" and "tells employers that they no longer need to follow the law and literally incentivizes the hiring of illegal aliens". The sponsor noted this "amendment would allow ICE agents to do their job enforcing immigration law with the most effective methods possible". Support is the Limited Government Position as despite the need to grow the U.S. economy through reforms to the immigration system that increase the number of skilled individuals who may enter and work in our country, this memo results in an immense drain on U.S. infrastructure and taxpayer resources ranging from welfare to the education system, while also creating serious law enforcement and national security issues.

Strengthening Immigration Enforcement by Overturning a Policy that Prevented ICE from Detaining Illegal Immigrants at Worksites.

The "Consolidated Appropriations Act, 2024" sponsored by Rep. Kay Granger (R-TX) is a $460 billion minibus funding several government agencies through Fiscal Year 2024. Overall spending levels are generally flat compared to the prior year with increases for some agencies and decreases for others. For example, the bill provides a 10% cut to the EPA, 7% cut to ATF, and a 6% cut to the FBI. However, the bill continues to fund the Essential Air Service program and contains countless earmarks which fund pet projects of lawmakers, especially at the Army Corps of Engineers where spending is increased 7-fold. The bill also provides increased spending for a number of welfare programs such as WIC, plus $3.3 billion for community development block grants. Furthermore, hundreds of millions of dollars are directed to fight climate change through carbon capture. Oppose is the Limited Government Position as this bill maintains the unsustainable spending levels which were hiked during the COVID-19 pandemic and is chock-full of wasteful pet-projects of special interests. Lawmakers must rein in the out-of-control spending and $35 trillion in national debt, which, when coupled with the $200 trillion in federal liabilities, represents the greatest existential threat facing this country. Note: two Democratic lawmakers who opposed the bill were marked as "X" due to the fact their opposition was not the spending but rather minor provisions pertaining to gun control.

Fueling Out-of-Control Spending Through a Budget Bill Filled with Waste and Funding Earmarked for Pet Projects of Lawmakers.

The Rep. Andy Biggs (R-AZ) amendment #1 to the "Reforming Intelligence and Securing America Act" would prohibit warrantless searches of U.S. person communications in the FISA 702 database, with exceptions for imminent threats to life or bodily harm, consent searches, or known cybersecurity threat signatures. While Section 702 of the Foreign Intelligence Surveillance Act (FISA) prohibits the NSA and FBI from "intentionally" targeting Americans through its mass surveillance, these agencies acquire a huge amount of innocent Americans' communications "incidentally." These agencies can then conduct backdoor, warrantless searches of these "incidentally collected" communications. This amendment would largely prevent American information from being collected without a warrant. Support is the Limited Government Position as countless Americans have had their Fourth Amendment rights infringed through warrantless spying under Section 702 of the Foreign Intelligence Surveillance Act (FISA). This amendment helps protect civil liberties by significantly limiting the scope of warrantless government spying under FISA.

Strengthening Civil Liberties and Fourth Amendment Protections by Limiting the Scope of Section 702 of the Foreign Intelligence Surveillance Act (FISA).

The "Ocean Shipping Reform Act of 2022" provides the Federal Maritime Commission new power to investigate and order refunds of "unreasonable" demurrage charges (late fees when cargo is not unloaded in contracted time frames at ports), as well as a series of other new regulatory powers. Oppose is the Limited Government Position as it is not the role of government to interfere in the private contract negotiations of companies, absent fraud or criminal activity. Instead, lawmakers should empower the free market to reduce shipping costs by repealing the underlying government regulations that have led to the shipping cost crisis, such as the Jones Act and other government barriers to port construction.

Expanding Government Power to Set Prices and Interfere in Private Contracting Agreements Between Companies Through the Ocean Shipping Reform Act.

The Rep. Scott Perry (R-PA) amendment #45 to the "Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2024" cuts the Rural Business Program Account in half from last year's enacted budget amount of $43,125,000. Funds within the account are in part utilized for construction of solar energy systems and other renewable energy systems. Support is the Limited Government Position as this amendment represents a step in the right direction to restoring fiscal sanity. Cutting the Appropriation to a Rural Business Program Account, which is Utilized to Subsidize Solar and other Renewable Energy Initiatives, by 50% ($43 million).

The "Fort San Gerónimo Preservation Act", introduced by Delegate Jenniffer González-Colón (Puerto Rico), establishes Fort San Gerónimo del Boquerón in San Juan, Puerto Rico as an affiliated area of the National Park System.Under the bill, the Institute of Puerto Rican Culture is made the management entity of the area, with the National Park Service (NPS) providing technical and financial assistance to the institute to assist with marketing, interpretation, and preservation efforts. Oppose is the Limited Government Position as this bill further grows the size and spending of the National Park Service at a time when our nation has $33 trillion in national debt and has over $185 trillion in unfunded federal liabilities. Lawmakers must shrink, not expand, the operations of the NPS - especially in regions that are not parts of the United States.

Further Growing the Size and Spending of the National Park Service by Making a Fort in Puerto Rico a New Affiliated Area.

The Victoria Spartz (R-IN) amendment #4 to the "Ukraine Security Supplemental Appropriations Act, 2024" would strike sections 401, 402, 403, and 407, thus reversing the Presidential drawdowns which were increased within the underlying bill (increased from $100 million to $8 billion). According to the sponsor, we should not "be giving a true blank check to President Biden of $16 billion" and "we have the power of the purse for a reason". Support is the Limited Government Position as this measure helps strengthen government accountability and limit the wasteful spending being directed towards Ukraine. Restraining Wasteful Spending Directed Towards Ukraine by Eliminating a Provision which Hikes the Drawdown Authority of President Biden.

The Rep. Josh Brecheen (R-OK) amendment #30 to the "Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2024" cuts spending by $19.7 million at the Department of Housing and Urban Development's by reducing the "fair housing activities" appropriation amount back to the fiscal year 2019 level. According to the Congressional Research Service, only three to five percent of fair housing complaints lead to a formal charge, and between zero to one percent of complaints lead to a referral to the Department of Justice. Support is the Limited Government Position as the vast majority of complaints directed to the fair housing division represent frivolous allegations and are primarily designed to harass landlords, which will ultimately drive up rental costs. Reducing Wasteful Spending by Lowering Funding for HUD "Fair Housing Activities" to 2019 Levels.

The "Whole Milk for Healthy Kids Act of 2023", sponsored by Rep. Glenn Thompson (R-PA), permits schools under the National School Lunch Program (NSLP) to serve whole milk (3.25% milkfat). Since 2012, schools have only been able to serve fat-free or low-fat milk (2% milkfat) due to regulations championed by Michelle Obama. Support is the Limited Government Position as it is the role of parents - not politicians - to determine the food and beverages consumed by their child. This bill helps combat government overreach and strengthens parental rights.

Strengthening Parental Rights by Repealing an Obama-Era Regulation that Prohibits Whole Milk from being Served in School Cafeterias.

The Rep. Lauren Boebert (R-CO) amendment #18 to the "Department of the Interior, Environment, and Related Agencies Appropriations Act, 2025" prevents funds from being used to implement, administer, or enforce section 134 of the Clean Air Act. This section of the act pertains to the EPA greenhouse gas reduction fund created under the Inflation Reduction Act. According to the sponsor, this $27 billion dollar fund is more than three times the EPA's entire fiscal year 2023 appropriation and "sends taxpayer dollars to far-left political organizations and-their favorite-the Chinese Communist Party." Support is the Limited Government Position as the slush fund wastes billions of dollars of taxpayer resources to further grow the size and scope of government and choke economic growth.

Strengthening Government Integrity by Blocking Expenditures Within the $27 Billion Greenhouse Gas Reduction Slush Fund.

The "Lahaina National Heritage Area Act" sponsored by Rep. Jill Tokuda (D-HI) directs the National Park Service to assess the suitability and feasibility of designating Lahaina, Maui County, Hawaii, as the "Lahaina National Heritage Area" under the National Heritage Areas Act. Upon receiving such designation, the area would receive federal funding. Oppose is the Limited Government Position as the costs to maintain such regions should not be imposed on taxpayers nationwide. Additionally, the free market and private sector (through private foundations) is best equipped to fund and determine the landmarks and properties most deserving of protecting, not government which is not subject to "profit and loss" signals like the private sector.

Further Growing the Size and Scope of the Federal Government by Adding Lahaina, Hawaii to the National Heritage Areas Act.

The Rep. Scott Perry (R-PA) amendment #54 to the "Department of State, Foreign Operations, and Related Programs Appropriations Act, 2025" strikes the $3.45 billion of international disaster assistance funding provided in the bill. According to the sponsor, the State Department and international organizations funded through this bill "have time and time again advanced and sent American tax dollars to causes that run counter to American values and our foreign policy objectives" and "taxpayers that can barely afford their own bills, their own electricity bills, food bills, and daycare bills". Support is the Limited Government Position as other countries in the United Nations have failed to contribute their fair share of global support and the United States is not in the position to maintain its foreign aid spending when congress is running a budget deficit of nearly $2 trillion. Placing America First by Cutting $3.45 Billion in International Disaster Assistance within the Dept. of State Appropriations Bill.

The "Keep Kids Fed Act" of 2022 extends certain eligibility waivers and the elevated reimbursement rates provided to schools and afterschool program providers for breakfasts, lunches and snacks under the Department of Agriculture's Child and Adult Care Food Program through 2024. These waivers and higher reimbursement rates were "temporary" measures implemented at the onset of the COVID-19 pandemic. Oppose is the Limited Government Position as the country is no longer experiencing the same restrictions and challenges faced during the pandemic and the extension of this additional funding was done without other desperately needed reforms, such as restricting the free meals provided under such programs to only children from low-income families instead of to all students.

Extending "Temporary" Spending Hikes and Eligibility Waivers to the Federal School Lunch Program Implemented Under COVID-19 to 2024.

The "Legislative Branch Appropriations Act, 2025" sponsored by Rep. David Valadao (R-CA) allocates roughly $7 billion in discretionary funding (a 5.6 percent increase in spending from the previous level). This includes increases in spending for chamber operations, U.S. Capitol Police, the Congressional Budget Office, the Government Accountability Office and the Library of Congress. The bill decreases funding for the Architect of the Capitol, the National Library Service for the Blind and Print Disabled and joint items including the Joint Economic Committee and Joint Committee on Taxation. Oppose is the Limited Government Position as lawmakers should lead by example and cut spending within their own house, not further balloon the deficit through a 5.6 percent increase in spending. Refusing to "Lead by Example" and Fueling Runaway Spending Through a 5.6% Increase in Appropriations for the Legislative Branch.

The "Legislative Branch Appropriations Act, 2025" sponsored by Rep. David Valadao (R-CA) contains key provisions which eliminate diversity, equity and inclusion (DEI) and other politicized initiatives surrounding climate change. This includes the removal of provisions which cut plastic waste in the legislative branch and the elimination of a requirement that members lease low-emission vehicles. Support is the Limited Government Position as politicized frameworks pertaining to DEI and Equity, Social and Governance (ESG) merely drive-up taxpayer costs and grow division. Advancing a Legislative Appropriations Bill Without Politicized Provisions Surrounding DEI and Climate Change.

The "Choice in Automobile Retail Sales Act of 2023", sponsored by Rep. Tim Walberg (R-MI), prohibits the implementation of an Environmental Protection Agency (EPA) rule titled "Multi-Pollutant Emissions Standards for Model Years 2027 and Later Light-Duty and Medium-Duty Vehicles." This rule, which requires roughly 70% of new car and truck sales to be electric in less than 10 years, imposes much stricter emission standards for cars and light-duty trucks. According to the sponsor, this bill "puts a stop to this executive overreach, allowing consumers to have the freedom to decide what car works best for them and their families and preventing auto manufacturers from being forced to meet unrealistic mandates". Support is the Limited Government Position as this draconian EPA rule infringes consumer choice, drives up the cost of automobiles, and will result in the elimination of gas-powered performance vehicles. This bill is critical to combatting the actions of government bureaucrats to centrally plan the product sales of automotive manufactures in order to advance a radical and politicized environmental agenda.

Blocking Biden Administration Mandates that Force 70% of New Car Sales to be Electric by 2032.

The "Protecting Americans' Investments from Woke Policies Act" sponsored by Rep. Rick Allen (R-GA) would prevent the use of environmental, social and governance (ESG) factors when making investment decisions for retirement plans. Under the bill, fiduciaries of employer-sponsored retirement plans are required to make investment decisions based solely on pecuniary factors except under limited circumstances. Support is the Limited Government Position as this bill strengthens current fiduciary law - requiring money management based on the customer's interest - to ensure Americans and their 401(k)s are not unknowingly earning lower investment returns through politicized schemes such as ESG and DEI.

Ensuring Fiduciaries Aren't Advancing ESG through the "Protecting Americans' Investments from Woke Policies Act".

The "Deploying American Blockchains Act of 2023" sponsored by Rep. Larry Bucshon (R-IN) would grow the size and scope of the Department of Commerce to "support the leadership of the United States in the use of blockchain technology and other distributed ledger technology, tokens, and tokenization". According to the Congressional Budget Office, the bill would increase annual spending by $10 million to hire 45 new government employees to promote the blockchain technology in both the public and private sector. Oppose is the Limited Government Position as this measure grows government cronyism and central planning to promote the private interests of the blockchain industry. Lawmakers should work to shrink the size and scope of government, not grow it and force taxpayers to subsidize the interests of a government-favored industry.

Forcing the Department of Commerce to Hire 45 New Government Employees to Promote the Interests of the Blockchain Industry Across Both the Public and Private Sectors.

The "No Bailout for Sanctuary Cities Act" sponsored by Rep. Nick LaLota (R-NY) would deny state and local entities with federal funding intended for non-U.S. nationals if they enact sanctuary policies or fail to cooperate with federal immigration detainers. According to the sponsor, the bill "ensures that federal dollars will not be used to offset costs incurred by prioritizing illegal immigration, and migrants' free hotels and health care, over the safety and well-being of law-abiding tax-paying citizens". Support is the Limited Government Position as an unsecured southern border presents a major national security risk and places an enormous strain on taxpayer-funded resources, ranging from law enforcement to welfare to education. While lawmakers should work to boost merit-based immigration to expand the U.S. workforce and economy, major policy changes such as this measure must be made to curb illegal immigration and prevent dangerous individuals from entering the country.

Strengthening Enforcement of Federal Immigration Law through the "No Bailout for Sanctuary Cities Act".

The "Honoring our Promise to Address Comprehensive Toxics (PACT) Act of 2022,", commonly referred to as the "burn pit bill", establishes a presumption that nearly any American service member stationed in a combat zone over the last 32 years could have been exposed to a toxic substance, resulting in additional health and disability benefits for an estimated 3.5 million veterans. The Congressional Budget Office estimates the cost of this bill could exceed $700 billion. Oppose is the Limited Government Position as, while all veterans who sustained injuries due to their service should receive the highest levels of treatment and care, this bill creates countless avenues for devious plaintiffs\' attorneys to advance fraudulent health and disability claims and will likely further overload the VA, thus preventing veterans with service-sustained injuries from receiving the prompt care they deserve.

Establishing Unreasonable Presumptions Pertaining to Health of Veterans Which May Advance Fraudulent Disability Claims and Further Overload the VA.

The "Equal Representation Act" sponsored by Chuck Edwards (R-NC) would require any questionnaire used in the decennial census to include a checkbox or other similar option for respondents to indicate whether the respondent and each household member is a U.S. citizen. Support is the Limited Government Position as this bill helps ensure federal funds are fairly and accurately distributed as well as strengthens democracy by ensuring each state receives the proper level of representation in the electoral process.

Protecting Democracy and Ensuring an Accurate Census by Requiring Respondents to Indicate whether Each Household Member is a U.S. Citizen on the Questionnaire.

The "Community Disaster Resilience Zones Act of 2022" makes certain programs under the Federal Emergency Management Agency (FEMA), such as the National Risk Index, permanent and adds components, such as "social vulnerability", into program calculations. Additionally, the bill hikes the amount of money the federal government contributes to local community disaster resilience initiatives from 75% to 90%, with state and local governments now only required to cover 10% of the costs. Oppose is the Limited Government Position as the incorporation of social vulnerability and other politized components weakens FEMA's ability to direct taxpayer funds to the most essential resilience efforts. Furthermore, requiring states and localities to contribute a mere 10% of the proposed initiatives cost results in an economic moral hazard, which disincentivizes local governments from selecting projects that are absolutely necessary and is a poor use of taxpayer funds.

Creating an Economic Moral Hazard in Government Spending Priorities Involving Community Disaster Resilience Zones and Initiatives.

The Rep. Andy Ogles (R-TN) amendment #23 to the "Department of State, Foreign Operations, and Related Programs Appropriations Act, 2024" provides a $14.3 million cut to the Peace Corps budget to restore the agency appropriation to pre-COVID-19 levels. According to the sponsor, the Peace Corps has engaged in numerous politicized initiatives, including helping illegal immigrants at the southern border, promoting DEI amongst its volunteers, and various activities surrounding climate change. Support is the Limited Government Position as the Peace Corps serves as just one of many foreign aid programs of the United States and the country is not in the position to grow its foreign aid spending when congress is running a budget deficit of $1.7 trillion. Providing a Slight Cut to Wasteful Spending within the Peace Corps by Restoring Funding to Pre-COVID-19 Levels.

The "Uyghur Policy Act of 2023" sponsored by Rep. Young Kim (R-CA) would create a "Special Coordinator for Uyghur Issues" position within the Department of State which advocates for the human rights of minority groups residing primarily in the Xinjiang Uyghur Autonomous Region (XUAR) in China. The bill is estimated to cost $6 million over the next five years to implement and makes federal funds available to human rights advocates and to "facilitate the presence of such human rights advocates at public diplomacy forums". Oppose is the Limited Government Position as while the human rights abuses in China (and within countless other nations) is a travesty, the U.S. government and its taxpayers cannot afford to intervene and solve all of the world's problems. Additionally, the effectiveness of this government initiative is unknown, and a host of organizations already exist within the non-profit sector to address such issues. Lawmakers must prioritize the needs of Americans - not China - and rein in the out-of-control spending and $35 trillion in national debt, which, when coupled with the $200 trillion in federal liabilities, represents the greatest existential threat facing this country.

Growing the State Department and Unnecessary Foreign Intervention by Facilitating Discussion of Human Rights in China through the "Uyghur Policy Act of 2023".

The Rep. Greg Steube (R-FL) amendment #61 to the "Department of State, Foreign Operations, and Related Programs Appropriations Act, 2025" prohibits funds from being provided to the Lebanese Armed Forces. The sponsor noted that "the Lebanese Armed Forces is a military force that emboldens Hezbollah and their Iranian handlers to spread terror and destruction upon our ally, Israel" and that "not only do Hezbollah and its allies control dozens of seats in Lebanon's parliament, but they literally sit at the helm of the military force that our tax dollars have been propping up". Support is the Limited Government Position as this measure not only helps ensure taxpayer funds are used to place America first, but also strengthens national security by ensuring taxpayer funds are not provided to entities tied to terrorists and used to the detriment of Americans.

Strengthening National Security by Prohibiting Funding for the Lebanese Armed Forces - An Entity Directly Connected to the Terrorist Group Hezbollah on America's Ally Israel.

The "Ukraine Security Supplemental Appropriations Act, 2024" sponsored by Rep. Tom Cole (R-OK) would provide $61 billion in additional aid to Ukraine, bringing the total U.S. commitment to $175 billion. The bill includes $7.9 billion in "economic support" to Ukraine, $1.6 billion in humanitarian aid for Europe, Eurasia and Central Asia, as well as funding for the U.S. Agency for International Development (USAID). Oppose is the Limited Government Position as this bill contains countless wasteful spending provisions beyond the underlying Ukraine military support. Americans cannot afford to continue to pour hundreds of billions into Ukraine - especially without proper safeguards to prevent corruption and waste.
