The "Prove It Act of 2024" sponsored by Rep. Zoe Lofgren (D-CA) would expand the size and regulatory authority of the National Institute of Standards and Technology (NIST) and increase agency spending by $5 million annually. Currently, the NIST is authorized to investigate the structural failure of a building that has resulted in substantial loss of life or that had the significant potential to cause a substantial loss of life. Under the bill, NIST's authority is expanded to now also investigate structural failures other than those involving buildings and to recommend related improvements to engineering standards and practices. Oppose is the Limited Government Position as it is the role of state and local authorities (who set and enforce building codes) to perform these duties - not the federal government. Fueling Out-of-Control Spending and Growing the Regulatory Power of Federal Bureaucrats Through the "National Construction Safety Team Enhancement Act".

The House Version of the "Department of Defense Appropriations Act, 2025" sponsored by Rep. Ken Calvert (R-CA) would provide $833 billion for the Defense Department and is aligned with the cap (less than 1% increase compared to the prior year) mandated by the "Fiscal Responsibility Act". No. 3 to the "Wildfire Response and Drought Resiliency Act" permanently increases the unsecured credit threshold from $14,000 to $25,000 for disaster loans that the Small Business Administration may issue without requiring collateral. Oppose is the Limited Government Position as this measure places an even greater amount of taxpayer funds at risk if loan recipients refuse to fulfil the terms of the loans. Additionally, the federal government already provides significant amounts of disaster aid through countless other agencies, most notably FEMA, and businesses have a duty to take steps to protect themselves from unexpected events through the private sector (i.e., insurance).

Placing Taxpayer Funds at Greater Risk by Permanently Raising the Disaster Loan Threshold that the SBA can Issue without Requiring Collateral (Unsecured) from $14k to $25k.

The "Preserving Choice in Vehicle Purchases Act", sponsored by Rep. John Joyce (R-PA), prevents the federal Environmental Protection Agency (EPA) from issuing Clean Air Act waivers for state policies that seek to ban or otherwise limit the sale of internal combustion engine vehicles. The bill is largely in response to California, which has banned the sale of combustion engines starting in 2035 that is requiring all cars sold by that year to have zero emissions. Strengthening Immigration Enforcement by Ending the Abuse of the "Temporary Protected Status" Program for Nationals of El Salvador.

The "Refrigerator Freedom Act" sponsored by Rep. Mariannette Miller-Meeks (R-IA) places limits on the authority of the Department of Energy (DOE) to impose energy conservation standards for refrigerators and freezers unless DOE can prove the standards are economically justified and not likely to result in additional net costs to consumers. The bill is in response to DOE's own analysis that found the efficiency mandates of the Biden administration could increase the upfront costs on refrigerators and freezers by 25% and it could take consumers 10 years to payback the increased costs for a product that may only last 14-15 years. The "No Hidden Fees on Extra Expenses for Stays Act of 2023 (No Hidden FEES)" sponsored by Rep. Young Kim (R-CA) imposes a new federal mandate on providers of short-term lodging (e.g., hotels, motels, inns, and short-term rentals) to include each mandatory fee when displaying or advertising the price for a reservation. The bill is estimated to cost the FTC $4 million to issue guidance and to monitor and enforce violations. Growing the Federal Government to Impose New Mandates on Hotels and Short-Term Rentals Concerning Fee Disclosures in Advertising through the "No Hidden FEES Act".

This resolution introduced by Rep. Anna Paulina Luna (R-FL) holds U.S. Attorney General Merrick Garland in contempt of Congress for defying two congressional subpoenas from the House Committees on Judiciary and Oversight & Accountability. The "End Woke Higher Education Act" sponsored by Rep. Burgess Owens (R-UT) bars accrediting organizations from requiring colleges and universities to adopt diversity, equity, and inclusion (DEI) policies as a condition of accreditation. Additionally, an accrediting organization must confirm that its standards do not prohibit an institution of higher education from having a religious mission. According to the sponsor, the bill will "stand up for academic freedom, defend students' constitutional rights, and ensure that colleges and universities aren't forced to bend the knee to activist accreditors pushing political agendas as a condition for federal funding". The "LGBTQI+ Data Inclusion Act" requires the over 100 federal agencies that conduct surveys collecting demographic data, expand their methods to incorporate information on sexual orientation, gender identity, and other "variations in sex characteristics" into their published reports. Oppose is the Limited Government Position as not only does this measure further increase government bureaucracy and taxpayer costs, but may place some survey respondents in uncomfortable positions due to the sensitive nature of the questions. This resolution introduced by Rep. Mike Flood (R-NE) utilizes the Congressional Review Act (CRA) to nullify a Biden administration rule issued by the Securities and Exchange Commission on March 31, 2022, titled "Staff Accounting Bulletin No. 121". This rule requires financial institutions and firms that are safeguarding their customers' digital assets (such as crypto-currency) to hold the assets on their balance sheet. Reauthorizing and Further Hiking Spending to $3.9 Billion Annually for Foreign Aid Surrounding Global Food Insecurity.

The "Iran Sanctions Accountability Act of 2023" sponsored by Blaine Luetkemeyer (R-MO) would require the President to issue regulations to ensure that humanitarian exemptions involving Iran sanctions do not facilitate acts of international terrorism or the proliferation of weapons of mass destruction. The bill also directs the Department of the Treasury to instruct the U.S. Executive Director at the World Bank to oppose providing financial assistance to Iran. Cutting $2.7 Billion in Funding that Enriches Woke Colleges and Universities that Indoctrinate Students in Radical Left Agendas.

The Rep. Sara Jacobs (D-CA) amendment #13 to the "Parents Bill of Rights Act" strikes provisions within the bill that permit parents and guardians to review professional development materials for educators. According to the sponsor, these provisions "would impact educators' and school districts' already limited time and resources without any positive gain," while opponents claim "parents need to know who is teaching the teachers, and taxpayers have a right to know what kind of professional development they are paying for." Defunding the Congressional Office for International Leadership - An Unnecessary Entity that Organizes Politicized DEI Trips for Foreign Delegations.

This bill, sponsored by Rep. August Pfluger (R-TX) prohibits individuals who are not citizens of the United States from voting in elections in the District of Columbia and repeals the "Local Resident Voting Rights Amendment Act of 2022". While federal law prohibits noncitizens from voting in a federal election, DC enacted a law that allows illegal immigrants to vote in local elections. This bill repeals the DC law, which went into effect on February 23, 2023. Preventing Voter Disenfranchisement by Nullifying a District of Columbia Law that Provides Voting Rights to Illegal Immigrants.

Claudia Tenney (R-NY) urges the European Union (EU) to expeditiously designate the Islamic Revolutionary Guard Corps (IRGC) as a terrorist organization under the EU Common Position 931 on terrorism (a sanction regime). The "America Creating Opportunities for Manufacturing, Pre-Eminence in Technology, and Economic Strength (COMPETES) Act of 2022" as passed by the House on February 4, 2022, authorizes over $318 billion in new spending, including $95 billion in subsidies to semiconductor companies and various other manufacturing entities, $78 billion to the National Science Foundation, and $8 billion for the Green Climate Fund. The Tlaib Amendment #259 to the "National Defense Authorization Act for Fiscal Year 2023" eliminates the statutory requirement that the U.S. hold a minimum of 400 nuclear Intercontinental Ballistic Missiles (ICBMs). Oppose is the Limited Government Position as protecting the nation from foreign adversaries and maintaining a strong military is one of - if not the most - essential roles of government. Adapting the philosophy of "Peace Through Strength" ensures the United States has the most technologically advanced weapons in the world, which is a critical component of avoiding costly and deadly conflict.

Weakening National Security by Reducing the Number of Nuclear ICB Missiles Held by the United States.

The "Jackie Walorski Maternal and Child Home Visiting Reauthorization Act of 2022" reauthorizes and further expands a program that funds home visits in select local communities for expectant and new parents. The congressional budget office estimates this program will cost federal taxpayers over $3 billion. Oppose is the Limited Government Position as such an initiative should not be the role of the federal government, but rather local community and non-profit groups that can judge the effectiveness of such initiatives and maximize their impact.

Increasing Government Dependency by Further Expanding a Federal Program Funding Maternal and Child Home Visiting.

The "End Chinese Dominance of Electric Vehicles in America Act of 2024" sponsored by Rep. Carol Miller (R-WV) would make electric vehicles utilizing battery technology licensed from China ineligible for federal EV tax credit. Specifically, the bill tightens the Foreign Entity of Concern (FEOC) definition for the 30D electric vehicle (EV) tax credit as well as closes the "billionaire and Chinese manufacturing loopholes" which provide Chinese companies and business owners with subsidy benefits. The bill is in response to plans by Ford, General Motors and other manufactures to license technology from China's Contemporary Amperex Technology Co Ltd (CATL) to produce lithium-ion batteries. Support is the Limited Government Position as while the federal EV tax credit program should be entirely eliminated, this measure at least reduces distribution of the subsidies and ensures Chinese manufacturers and business owners are not enriched at the expense of American taxpayers.

Ending Subsidies to Vehicle Manufactures Utilizing Chinese Battery Technology Under the Crony Federal Electric Vehicle Tax Credit Program.

The "Fix Our Forests Act" sponsored by Rep. Bruce Westerman (R-AR) contains numerous provisions primarily designed to help reduce wildfires. Some key provisions include improved management of forests on federal land and expedited review of certain forest management projects under the National Environmental Policy Act (NEPA). Additionally, the bill provides utility companies greater ability to remove vegetation which may damage powerlines, and also limits the ability of entities (primarily environmental groups) from advancing frivolous litigation. Support is the Limited Government Position as while government should significantly shrink its enormous land holdings, this bill at least helps to reduce unnecessary regulatory barriers to prevent wildfires through improved land management.

Improving Federal Land Management and Reducing Wildfires through the "Fix Our Forests Act".

The Rep. Josh Brecheen (R-OK) amendment #30 to the "Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2024" cuts spending by $19.7 million at the Department of Housing and Urban Development's by reducing the "fair housing activities" appropriation amount back to the fiscal year 2019 level. According to the Congressional Research Service, only three to five percent of fair housing complaints lead to a formal charge, and between zero to one percent of complaints lead to a referral to the Department of Justice. Support is the Limited Government Position as the vast majority of complaints directed to the fair housing division represent frivolous allegations and are primarily designed to harass landlords, which will ultimately drive up rental costs. Lawmakers must rein in the out-of-control spending and $33 trillion in national debt, which, when coupled with the over $185 trillion in federal liabilities, represents the greatest existential threat facing this country.

Reducing Wasteful Spending by Lowering Funding for HUD "Fair Housing Activities" to 2019 Levels.

The Rep. Chip Roy (R-TX) amendment #24 to the "Servicemember Quality of Life Improvement and National Defense Authorization Act for Fiscal Year 2025" would prohibit funds from being used to implement Biden's Climate Change Executive Orders (EO 13990, EO 14008, Section 6 of EO 14013, EO 14030, EO 14057, EO 14082, EO 14096). The sponsor noted the executive orders cover a broad spectrum of priorities of the Biden/Harris administration. Support is the Limited Government Position as this measure helps ensure taxpayer funds are not used to promote politicized agendas surrounding climate change and other extreme environmental beliefs. The implementation of environmental justice policy places significant harm on the U.S. economy and unnecessarily drives up costs for taxpayers.

Protecting Taxpayers by Blocking DOD Funds from Being Used to Implement Biden's Climate Change Executive Orders.

The Rep. Ben Cline (R-VA) amendment #4 to the "DHS Restrictions on Confucius Institutes and Chinese Entities of Concern Act" would require the Secretary of Homeland Security to report to Congress any institution of higher education that has a relationship with a Confucius Institute or Chinese entity of concern and receives funds from the Department of Homeland Security. According to the sponsor, "it is well documented that the CCP uses Confucius Institutes to disseminate their Communist propaganda, encourage censorship, and discourage academic freedom in the United States". Support is the Limited Government Position as this bill strengthens national security by providing greater oversight of woke colleges and universities that have decided to build a relationship with the CCP and one of America's top adversaries.
