The Rep. Brad Sherman (D-CA) amendment #5 to the "Expanding Access to Capital Act of 2023" would weaken the underlying bill's regulatory relief and the provision redefining the definition of "qualified investor" which allows more individuals to invest in private markets. Under this amendment, an individual could now only invest 5 percent of their net worth on any one private offering, and no more than 25 percent of their net worth (excluding their primary residence) on all such private offerings. According to the sponsor, the amendment "gives us a better definition of those who can afford the risks and the risk of liquidity that comes with these private investments". Oppose is the Limited Government Position as individuals - not politicians - should have the right to set their own risk tolerances and determine how to invest their earnings. This amendment weakens individual liberties and the ability of everyday Americans to grow their wealth through investment.

Weaking Individual Liberties Through Government-Imposed Limits on Investment Risk by Amending the "Expanding Access to Capital Act".

This resolution sponsored by Rep. Dan Newhouse (R-WA) denounces the energy and federal land policies of the Biden Administration. It also encourages the domestic production of reliable and affordable energy generation sources. The resolution highlights that "energy prices increased roughly 37.2 percent in President Biden's first 26 months in office, which is the largest increase of any of the last 7 Presidents". Support is the Limited Government Position as low-cost energy is essential to growing the economy and improving the quality of life for all Americans. Furthermore, requiring states and localities to contribute a mere 10% of the proposed initiatives cost results in an economic moral hazard, which disincentivizes local governments from selecting projects that are absolutely necessary and is a poor use of taxpayer funds.

Creating an Economic Moral Hazard in Government Spending Priorities Involving Community Disaster Resilience Zones and Initiatives.

The Rep. Claudia Tenney (R-NY) amendment #91 to the "Department of the Interior, Environment, and Related Agencies Appropriations Act, 2025" reduces the salary of Council on Environmental Quality, CEQ, Chair Brenda Mallory to $1. According to the sponsor, the amendment is in response to the CEQ's implementation of the ''Federal Acquisition Regulation: Disclosure of Greenhouse Gas Emissions and Climate-Related Financial Risk" - which the CEQ did not have rulemaking authority to enact. This rule forces all Federal contractors that do business worth more than $50 million with the Federal Government to disclose scope 1, 2, and 3 emissions. Furthermore, the rule forces companies to have their climate targets validated by the Science Based Targets initiative (SBTi) which is connected to the New Venture Fund, a left-wing entity funded by George Soros. Holding Chair Brenda Mallory of the Council on Environmental Quality Accountable for Agency Overreach by Slashing her Salary to $1.

The Rep. Matt Rosendale (R-MT) amendment #58 to the "Energy and Water Development and Related Agencies Appropriations Act, 2024" reduces the total appropriation for the Department of the Interior, Environment, and Related Agencies by $1.55 billion, bringing the total cost of the bill down from $58 billion to $56.4 billion. The "Atomic Energy Advancement Act" sponsored by Rep. Jeff Duncan (R-SC) would accelerate the deployment of nuclear energy technologies, such as advanced nuclear reactors. Most notably, the bill makes reforms within the Department of Energy to help expedite permits and environmental reviews as well as reduce regulatory costs for nuclear energy companies. Furthermore, the bill reduces certain licensing fees charged by the Nuclear Regulatory Commission for advanced nuclear reactors. Support is the Limited Government Position as this bill reduces barriers for nuclear energy expansion and promotes low-cost energy, which is essential to growing the economy and improving the quality of life for all Americans. This resolution introduced by Rep. Sam Graves (R-MO) utilizes the Congressional Review Act (CRA) to nullify the Environmental Protection Agency rule titled "Revised Definition of 'Waters of the United States'". This Biden administration rule overturned the reforms implemented by the Trump administration and provides the EPA with much more expansive regulatory authority than it was initially granted under the Obama administration. Lance Gooden (R-TX) amendment #54 to the "Department of State, Foreign Operations, and Related Programs Appropriations Act, 2024" prohibits funding for the "Refugee Travel Loan Program", which is administered by the United Nations International Organization for Migration. According to the sponsor, this program is a taxpayer-funded slush fund that channels money to foreign NGOs, which take a 25 percent cut of the cash before providing the recourses to refugees. Support is the Limited Government Position as all taxpayer funds should be protected from waste, fraud, and abuse. Furthermore, the bill provides $750 million to states for "red flag" programs whereby any individual may seek to have a firearm immediately taken away from another person through an "ex-parte" (one-sided) petition to a court if the individual alleges the person is a danger to themselves or others. Oppose is the Limited Government Position as the one-sided petition violates due process under the law (an individual can't provide their defense) and this program lacks provisions that prevent nefarious individuals from abusing the system to harass or harm law-abiding individuals, thus unduly infringing their Second Amendment protections and leaving them defenseless.

Authorizing Billions in New Spending on an Ineffective Gun Safety Package that Includes the Seizure of Firearms without Due Process.

The "Stop Terror-Financing and Tax Penalties on American Hostages Act" sponsored by Rep. Claudia Tenney (R-NY) would strip U.S.-based organizations of their tax-exempt status if they are found to be materially supporting terrorist organizations, such as Hamas. Additionally, the bill prevents the Internal Revenue Service (IRS) from imposing penalties on taxes owed by Americans if during that time they were held hostage or wrongfully detained abroad. Support is the Limited Government Position as this measure helps prevent the abuse of the U.S. tax code and the funding of terrorism across the globe.

Revoking the Tax-Exempt Status of U.S. Based Organizations which Materially Support Terrorist Organizations such as Hamas.

Hiking Spending within the National Oceanic and Atmospheric Administration (NOAA) to Promote Politicized Research on the "Impact of Climate Change on Fire Weather Environments".

Among other things, the bill bans "high capacity" ammunition magazines, places several mandates on how firearms may be stored, and makes it illegal for individuals to build their own firearms or "ghost guns" without serial numbers. Oppose is the Limited Government Position as these "one-size-fits-all" mandates - especially those surrounding firearm storage - harm the ability of law-abiding individuals to defend themselves and weaken their Second Amendment rights while ultimately doing little, if anything, to deter criminals from continuing to engage in unlawful behavior.

Weakening Second Amendment Rights Through Multiple Overreaching Bans and Mandates Concerning Ammunition Magazines, Firearm Storage, and Home-crafted Firearms.

The Rep. Claudia Tenney (R-NY) amendment #163 to the "Department of Defense Appropriations Act, 2025" prohibits funds from being used to enforce President Biden's Executive Order # 14019, "Promoting Access to Voting". According to the sponsor, the executive order empowers federal agencies to use taxpayer funds to implement or enter into agreements with partisan organizations that conduct voter mobilization activities. Van Drew (R-NJ) amendment #62 to the "Energy and Water Development and Related Agencies Appropriations Act, 2025" prohibits funds from being used for the Office of Clean Energy Demonstrations of the Department of Energy. According to the sponsor, this Department advances an "equitable energy transition" and results in less reliable energy, higher energy prices and less energy independence.
