The country is not in the position to continue funding non-essential programs when congress is running a budget deficit of $1.4 trillion. Significant spending cuts must take place across government to reverse our $30 trillion national debt, which, when coupled with the over $185 trillion in unfunded federal liabilities, represents the greatest existential threat facing this country.

Fueling Unnecessary Spending by Eliminating the $25,000 Cap Placed on the Artwork Purchases of U.S. Embassies Unless they Receive Congressional Approval.

The "Trust the Science Act" sponsored by Rep. Lauren Boebert (R-CO) would direct the Department of the Interior (DOI) to remove protections for the gray wolf under the Endangered Species Act of 1973 (ESA). Specifically, the bill requires the DOI to reissue a former Trump administration rule issued on November 3, 2020 titled "Endangered and Threatened Wildlife and Plants; Removing the Gray Wolf (Canis lupus) From the List of Endangered and Threatened Wildlife". According to the sponsor, "For far too long, farmers and ranchers have been powerless to defend their livestock from gray wolf attacks" and leaving the wolf "on the ESA list in perpetuity prevents scarce taxpayer resources from going to endangered species that actually need help being recovered". Support is the Limited Government Position as due to the fact the gray wolf has fully recovered, leaving the species on the list unnecessarily continues the infringement of property rights and prevents resources from being directed to other animals in actual need of protection.

Removing the Fully Recovered Gray Wolf from the Endangered Species List to Better Direct Taxpayer Resources to Protecting Threatened Species through the "Trust the Science Act".

The Rep. Andy Biggs (R-AZ) amendment #23 to the "Servicemember Quality of Life Improvement and National Defense Authorization Act for Fiscal Year 2025" would curb the Endangered Species Act's (ESA) application in areas used for national defense-related operations and prohibits the Secretary of the Interior from designating areas necessary for military operations as crucial habitats. According to the sponsor, "two million acres of Army training and testing lands have training restrictions in place related to stringent ESA requirements" and "these restrictions, when applied, harm our readiness and our mission". Support is the Limited Government Position as the Endangered Species Act has resulted in a disproportionate regulatory burden being placed on the Department of Defense. These regulations have been imposed by unaccountable bureaucrats and empowered radical environmental groups to shutdown development and infrastructure expansion through much of the continental United States.

Strengthening National Security by Exempting Areas Utilized for Defense-Related Operations from Certain Provisions of the Endangered Species Act.

The "Extending Limits of U.S. Customs Waters Act" sponsored by Rep. Michael Waltz (R-FL) would extend the customs waters territory of the United States from 12 to 24 nautical miles from the baselines of the United States. The expansion is intended to provide the U.S. Customs and Border Protection (CBP) Air and Marine Operations (AMO) and the U.S. Coast Guard (USCG) greater ability to interdict vessels engaged in drug and human trafficking from attempting to enter the United States. Support is the Limited Government Position as this bill strengthens national security by improving the ability of federal law enforcement authorities to combat illegal immigration and drug and human trafficking. The measure is especially necessary considering in the last year alone, CBP reported a record 2.7 million encounters and hundreds of thousands of tons of seized narcotics.

Reducing Drug and Human Trafficking by Extending the Waters Territory of the U.S. Coast Guard and Customs and Border Protection from 12 to 24 Nautical Miles Offshore.

The final version of the "American Relief Act, 2025" passed on December 20, 2024 and sponsored by Rep. Tom Cole (R-OK) would fund the government through March 14, 2025. The bill also includes more than $100 billion in disaster aid and $10 billion in economic aid to farmers, as well as an extension of the farm bill through Sept. 30, 2025. This version of the bill does not include a two-year suspension of the debt limit as had been advocated by President-elect Trump. Fueling Out-of-Control Spending through a Government Funding Package Containing Over $100 Billion in Disaster Aid and Farm Subsidies with No Fiscal Offsets.

The Rep. Chip Roy (R-TX) amendment #20 to the "Parents Bill of Rights Act" block grants funds under the Elementary and Secondary Education Act (ESEA) to the states. The funds would be distributed based on the number of students in each state relative to the number of students within the United States. Support is the Limited Government Position as the Department of Education has become a bloated bureaucracy that goes against our Founding Father's belief in the concept of "laboratories of democracy". This measure helps eliminate waste, such as the distribution of federal funds to unnecessary and politicized initiatives, and instead helps empower state and local educational entities.

Cutting Waste Within the Federal Education System by Block Granting the Funds to the States.

The "Coordinator for Afghan Relocation Efforts Authorization Act of 2024" sponsored by Rep. Dina Titus (D-NV) would officially codify the Department of State's Office of the Coordinator for Afghan Relocation Efforts (CARE) which was established in 2021 during the U.S. withdrawal from Afghanistan. The office is tasked with relocating and resettling eligible Afghan allies and facilitating the departure from Afghanistan of U.S. citizens who request assistance. The bill would provide CARE with greater flexibility to hire personnel and allow the office to transfer funds to and from other federal agencies. Oppose is the Limited Government Position as this entity is no longer needed considering the U.S. Armed Forces completed their withdrawal from Afghanistan on 30 August 2021 - over 3 years ago. This bill merely grows bureaucracy and wasteful spending. Lawmakers must rein in the out-of-control spending and $35 trillion in national debt, which, when coupled with the $200 trillion in federal liabilities, represents the greatest existential threat facing this country.

Advancing an "America Last" Agenda and Growing Bureaucracy through the "Coordinator for Afghan Relocation Efforts Authorization Act".

The Rep. Josh Brecheen (R-OK) amendment #41 to the "Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2024" provides a 6.5 percent cut within the underlying bill to funding for the National Resource Conservation Service (NRCS). After the $60.5 million cut, $850 million is provided to the entity. The sponsor noted the NCRS has a number of politicized programs and practices, including an Equity Division and LGBTQ emphasis programs. Support is the Limited Government Position as this amendment represents a small step in the right direction to restoring fiscal sanity. In addition to politicized programs, the NRCS funds countless wasteful initiatives that are not core functions of government, including conservation farming, conservation easements, and climate change related programs. Reducing Spending by 6.5% within the National Resource Conservation Service, which has Funded Countless Politicized Initiatives Surrounding "Equity" and Climate Change.

The "Thomas R. Carper Water Resources Development Act of 2024" sponsored by Sen. Thomas Carper (D-DE) would direct the Army Corps of Engineers to carry out 17 new water infrastructure projects and study dozens of other potential ones. Some of the authorized ventures include a $2.7 billion storm risk reduction effort in Miami, a $26.7 million stormwater management initiative outside Memphis, Tennessee, and $2.1 billion toward restoration of the Everglades. Oppose is the Limited Government Position as these projects do not pertain to national security or any other national need. The costs of these projects - which provide benefits to only select states or regions - should not be socialized onto federal taxpayers. Lawmakers must rein in the out-of-control federal spending and $35 trillion in national debt, which, when coupled with the $200 trillion in federal liabilities, represents the greatest existential threat facing this country.

Socializing the Costs of Regional Projects onto Federal Taxpayers through the "Thomas R. Carper Water Resources Development Act".

The "Stop Institutional Child Abuse Act" sponsored by Sen. Jeff Merkley (D-OR) would require the Department of Health and Human Services (HHS) to contract with the National Academies of Sciences, Engineering, and Medicine (a private non-profit entity) to study and make recommendations about various aspects of youth residential programs. This includes the publishing of various studies, educational training resources and risk assessment tools. Oppose is the Limited Government Position as while actions should be taken to combat institutional child abuse, such work should be performed at the state and local level - not by the federal government. Additionally, this bill enriches a government-favored non-profit and creation of one-size-fits all materials as opposed to locally driven solutions.

Growing the Role of the Federal Government and Enriching a Select Non-Profit through the "Stop Institutional Child Abuse Act".

The "LGBTQI+ Data Inclusion Act" requires the over 100 federal agencies that conduct surveys collecting demographic data, expand their methods to incorporate information on sexual orientation, gender identity, and other "variations in sex characteristics" into their published reports. Oppose is the Limited Government Position as not only does this measure further increase government bureaucracy and taxpayer costs, but may place some survey respondents in uncomfortable positions due to the sensitive nature of the questions. While all members of the LGBTQ community should be treated equally and protected from any form of discrimination by government, this measure is largely intended to be used to justify new federal programs and further expand the role of government.

Expanding Government Bureaucracy and Hiking Costs by Requiring Surveys Conducted by Federal Agencies Include Questions on Sexual Orientation and Gender Identity.

The "Standing Against Houthi Aggression Act" sponsored by Rep. Andrew Clyde (R-GA) would redesignate Ansarallah, more commonly known as the Houthis, as a foreign terrorist organization (FTO). Trump's former Secretary of State Mike Pompeo designated the Houthis as an FTO on January 19, 2021. Approximately one month later, Biden's Secretary of State Anthony Blinken revoked the FTO designation of the Houthis. Support is the Limited Government Position as the Houthis have relentlessly barraged Israel and the U.S. carrier strike group stationed in the region with rockets, missiles and drones. This measure is critical to cutting off funding to the terrorists group and strengthening U.S. national security.

Redesignating the Houthis as a Foreign Terrorist Organization After Biden Revoked the Designation Set by President Trump Through the "Standing Against Houthi Aggression Act".

The "Puerto Rico Status Act" requires a plebiscite (binding vote on Congress) to be held on November 5, 2023, which would offer Puerto Rico voters a choice of independence, sovereignty in free association with the United States, or statehood. Oppose is the Limited Government Position as not only does this measure serve as a political tool to grow power of select parties in the U.S. but it also burdens taxpayers with enormous new financial liabilities as more than 40 percent of the population lives in poverty and the territory continues to struggle with debt.

Placing Enormous New Financial Liabilities on the U.S. Through a Politicized Effort to Advance Puerto Rico Statehood.

The "D.C. Criminal Reforms to Immediately Make Everyone Safe (DC CRIMES) Act of 2024" sponsored by Rep. Byron Donalds (R-FL) would limit the authority of the District of Columbia (DC) government over its criminal sentencing laws and amends the definition of "youth offender" in DC by reducing the maximum age from 24 years to 18 years - thereby eliminating a loophole allowing dangerous criminals to escape jail time. Due to the "criminal justice reforms" implemented by DC's government, violent crime in the District rose 39% from 2023 to 2024. Support is the Limited Government Position as protecting property rights and ensuring public safety through a well-staffed police force serve as essential components of government. Unfortunately, so-called criminal justice "reforms", like the DC Council's acts, have led to skyrocketing crime rates and are being advanced across the nation by George Soros and other left-leaning Billionaires through their funding of advocacy organizations on both sides of the political aisle.

Combatting Skyrocketing Crime in D.C. by Overturning the Council's Dangerous Policing and Criminal Justice Reforms Through the "DC CRIMES Act".

The Rep. Chip Roy (R-TX) amendment #2 to the "Reforming Intelligence and Securing America Act" would require the FBI to report to Congress on a quarterly basis rather than an annual basis the number of U.S. person queries conducted under the Foreign Intelligence Surveillance Act (FISA). Additionally, the bill grants the chairs and ranking members of the Committees on Judiciary and Intelligence in the House and the Senate, the ability to go to the Foreign Intelligence Surveillance Court (FISC). According to the sponsor, this measure is necessary "to just have more reporting and more understanding of what is happening in the FISC" considering that "we have before us real and obvious abuses-278,000 of those abuses, going after the American people". Support is the Limited Government Position as countless Americans have had their Fourth Amendment rights infringed through warrantless spying under Section 702 of the Foreign Intelligence Surveillance Act (FISA). This amendment helps protect civil liberties by strengthening government transparency and accountability.

Strengthening Government Transparency Under the Foreign Intelligence Surveillance Act (FISA) Through Increased Congressional Oversight of the Program.

The "Chips and Science Act" provides $52.7 billion in subsidies to manufacturers of semiconductors plus an additional $24 billion in tax credits. The bill also provides over $200 billion in additional funding to the National Science Foundation and the Departments of Energy and Commerce for initiatives surrounding STEM, R&D, and workforce and economic development programs. Oppose is the Limited Government Position as taxpayers should not be forced to subsidize government-favored private business entities. The free market is far better equipped to engage in research and development, not government officials who are attempting to centrally plan research efforts without a plan to track financial accountability or measure if taxpayer funded resource are used effectively.

Expanding Cronyism and Corporate Welfare for Semiconductor Manufacturers Through Billions in Subsidies and Tax Credits Under the CHIPS and Science Act.

The "Lower Energy Costs Act", introduced by Rep. Steve Scalise (R-LA), implements several regulatory reforms designed to boost American energy production. For example, the bill streamlines the permitting process to bring new energy projects online quicker, repeals tax and fee increases imposed by the Biden administration on energy production, and opens up a greater amount of federal lands and water for resource development. Support is the Limited Government position as American energy dominance is critical to not only making our nation and industry competitive abroad, but to lowering consumer costs. The Biden administration's war on American energy has unnecessarily driven up gasoline prices and costs across the U.S. economy.

Promoting Economic Growth through the "Lower Energy Costs Act", which Streamlines Regulations to Boost American Energy Production.

The "Protecting our Communities from Failure to Secure the Border Act of 2023" sponsored by Rep. Nicole Malliotakis (R-NY) prohibits federal funding from being used to provide housing for illegal immigrants on any land that is under the jurisdiction of the Federal Land Management agencies. This includes the National Park Service, the Bureau of Land Management, the U.S. Fish and Wildlife Service, and the Forest Service. Additionally, the bill revokes the lease signed with New York City to house large numbers of illegal migrants in an active community park in Brooklyn. The Rep. Joe Wilson (R-SC) amendment #75 to the "Department of State, Foreign Operations, and Related Programs Appropriations Act, 2025" prohibits American taxpayer humanitarian funding in Syria from also "indirectly supporting" the regime of Bashar al- Assad, a known war criminal. According to the sponsor, "current appropriations law has established that taxpayer dollars do not go to the Assad regime" but "nearly half of the United Nations' aid funds in Syria were funneled to companies directly related to the Syrian Government." Support is the Limited Government Position as this measure strengthens national security by ensuring taxpayer funds are not provided to terrorists and used directly to the detriment of Americans.

Enacting a Critical Safeguard to Prevent Taxpayer Funds from Being Provided to Terrorists within the Syria Assad Regime.

The "Separation of Powers Restoration Act (SOPRA)of 2023", sponsored by Rep. Scott Fitzgerald (R-WI), is designed to counter the Supreme Court's 1984 decision inChevron U.S.A., Inc. v. Natural Resources Defense Council, Inc., which declared courts must defer to agency interpretations of statues. This includes expanding the number of centers of excellence dedicated to autism from five to seven, with the new centers focusing on behavioral support needs and "health equity issues". Oppose is the Limited Government Position as our society faces many health challenges well deserving of research including Alzheimer's, cancer, heart disease and countless other chronic conditions. Unfortunately, our nation is not in a fiscal position to hike spending at the enormous levels contained in this bill, especially on wasteful and politicized initiatives such as "health equity". Hiking Spending by $279 Million - Including on Politicized Initiatives such as "Health Equity" - via the "Autism Cares Act".

The Kat Cammack (R-FL) amendment #4 to the "Ukraine Security Supplemental Appropriations Act, 2024" would eliminate all non-military funding in the Ukrainian aid package, amounting to a cut of $10.5 billion from the $61 billion bill. According to the sponsor, "this new spending, $60 billion, is designated as emergency spending, meaning it goes straight to our national debt, a national debt that grows every single second to the tune of $8 billion every single day". Cutting $10.5 Billion in Wasteful Non-Military Spending within the Ukraine Aid Bill.

The Rep. Raúl Grijalva (D-AZ) amendment #57 to the Strategic Production Response Act bans oil and gas leasing on federal land if the land is viable for renewable energy production. Oppose is the Limited Government Position as this amendment is primariy designed to shut down nearly all oil and gas extration on federal land as part of a politicized environmental agenda. Hiking Energy Prices by Banning American Oil and Gas Extraction Across All Federal Land that Could be Viable for Renewable Energy Production.

The Rep. Scott Perry (R-PA) amendment #45 to the "Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2024" cuts the Rural Business Program Account in half from last year's enacted budget amount of $43,125,000. Funds within the account are in part utilized for construction of solar energy systems and other renewable energy systems. Support is the Limited Government Position as this amendment represents a step in the right direction to restoring fiscal sanity. Lawmakers must rein in the out-of-control spending and $33 trillion in national debt, which, when coupled with the over $185 trillion in federal liabilities, represents the greatest existential threat facing this country.

Cutting the Appropriation to a Rural Business Program Account, which is Utilized to Subsidize Solar and other Renewable Energy Initiatives, by 50% ($43 million).

The Rep. Garret Graves (R-LA) amendment #8 to the "Creating Confidence in Clean Water Permitting Act" would exclude nearly all renewable energy infrastructure projects authorized under the Inflation Reduction Act (IRA) from the expedited permitting process established within the underlying bill. Specifically, the bill excludes taxpayer-funded linear infrastructure projects within the IRA if the actual cost of the federal subsidies exceeds the amount originally estimated by the Congressional Budget Office (CBO). According to the sponsor, many assessments have found the true cost of the federal subsidies to exceed the amount projected by the CBO by a factor of three or four times. Protecting Taxpayers by Ensuring Wasteful Renewable Energy Projects Do Not Receive Expedited Permits from the "Creating Confidence in Clean Water Permitting Act".

The Rep. Jim Banks (R-IN) amendment #63 to the "National Defense Authorization Act (NDAA) for Fiscal Year 2024" prohibits the use of funds to discriminate on the basis of race and ethnicity in admission to the military service academies. According to the sponsor "all of the military service academies use race and ethnicity as selection criteria for admissions. Not only is this a violation of the Constitution, as recently affirmed by the U.S. Supreme Court, but it is a violation of the military's longstanding meritocratic principles." Support is the Limited Government Position as lawmakers have a duty to ensure government provides equal treatment and opportunity to all under the law. Government should be held strictly accountable to ensure discrimination is prohibited across every category, including race, sex, ethnicity, sexual orientation, and any other class.

Prohibiting Racial Discrimination by Government in Admission Practices for Military Service Academies.

The Rep. Harriet Hageman (R-WY) amendment #2 to the "Department of the Interior, Environment, and Related Agencies Appropriations Act, 2024" cuts funding for the Bureau of Land Management (BLM) by 50 percent. The sponsor noted BLM's operations have exceeded its stated purpose, including the establishment of conservation leases and other policies that lockout land users. Support is the Limited Government Position as the BLM has become a bloated and wasteful entity that places unnecessary barriers to land usage. Lawmakers must rein in the out-of-control spending and $33 trillion in national debt, which, when coupled with the over $185 trillion in federal liabilities, represents the greatest existential threat facing this country.

Protecting Taxpayers through a 50% Cut in the Bloated Bureaucracy of the Bureau of Land Management.

The "Setting Consumer Standards for Lithium-Ion Batteries Act" sponsored by Rep. Ritchie Torres (D-NY) requires the Consumer Product Safety Commission (CPSC) to impose new mandates on micromobility devices (such as electric bicycles and scooters) relating to lithium-ion batteries and fire risk. According to the Congressional Budget Office, the bill is expected to increase taxpayer cost by $6 million to hire additional government employees to carry out these duties over the next five years. Oppose is the Limited Government Position as this bill further grows the government regulatory state. There are already processes in place at the CPSC to generally monitor the safety of consumer products, and companies within the private sector are incentivized to ensure the products they bring to the market are safe. This includes maintaining the integrity of their brands and the threat of other legal enforcement mechanisms.

Growing the Size and Scope of the Consumer Product Safety Commission to Impose New Mandates on Electric Bicycles and Scooters.

The Rep. Mike Turner (R-OH) amendment #6 to the "Reforming Intelligence and Securing America Act" would modify the definition of "electronic communication service provider" under Section 702 of the Foreign Intelligence Surveillance Act (FISA). While Section 702 prohibits the NSA and FBI from "intentionally" targeting Americans through its mass surveillance, these agencies acquire a huge amount of innocent Americans' communications "incidentally." These agencies can then conduct backdoor, warrantless searches of these "incidentally collected" communications. This amendment would significantly expand the application of Section 702 and warrantless surveillance by now requiring a whole new class of businesses and other entities to take part in FISA. For example, entities such as hotels, libraries, and coffee shops could now serve as surrogates for the spying if customers within the establishments are connected to the Wi-Fi equipment and engaged in international communications. Oppose is the Limited Government Position as this amendment merely further worsens the underlying bill and violates the protections provided to Americans against unreasonable searches and seizures under the Fourth Amendment of the U.S. Constitution.

Weakening Civil Liberties by Expanding Warrantless Surveillance Under Section 702 of FISA to Encompass a Greater Number of Americans and Business Entities.

The Rep. Josh Brecheen (R-OK) amendment #23 to the "Department of the Interior, Environment, and Related Agencies Appropriations Act, 2025" reduces funding for the National Endowment for the Humanities to FY2019 levels. The cut of $49 million represents 0.13 percent of the entire bill and leaves $155 million for the program to operate. The sponsor noted that "Article I, Section 8 of the U.S. Constitution list out those things that Congress is supposed to be responsible for, and yet it leaves the States programs like this". Support is the Limited Government Position as is the role of the private sector - not government - to evaluate the most impactful initiatives within the Arts and Humanities and provide the associated funding. Cutting Wasteful Spending by Reducing Funding for the National Endowment for the Humanities to Pre-Covid Levels.

The "Refrigerator Freedom Act" sponsored by Rep.
