The "Protecting Our Kids Act" is composed of eight separate gun control measures packaged together. Among other things, the bill bans "high capacity" ammunition magazines, places several mandates on how firearms may be stored, and makes it illegal for individuals to build their own firearms or "ghost guns" without serial numbers. Oppose is the Limited Government Position as these "one-size-fits-all" mandates - especially those surrounding firearm storage - harm the ability of law-abiding individuals to defend themselves and weaken their Second Amendment rights while ultimately doing little, if anything, to deter criminals from continuing to engage in unlawful behavior.

Weakening Second Amendment Rights Through Multiple Overreaching Bans and Mandates Concerning Ammunition Magazines, Firearm Storage, and Home-crafted Firearms.

The "Fire Weather Development Act of 2024" sponsored by Rep. Mike Garcia (R-CA) would expand the size and scope of the National Oceanic and Atmospheric Administration (NOAA) to engage in greater levels of wildfire prediction and management. According to the Congressional Budget Office (CBO), the NOAA already spends approximately $8 million annually on forecasting fire weather events. This bill would boost spending to $32 million annually for additional initiatives such as development of improved communication systems and for research to "better understand the impact of climate change on fire weather environments". Oppose is the Limited Government Position as it is the role of state governments and the private sector to monitor the wildfire threats within their regions - not the federal government through an even more bloated bureaucracy. Considering the majority of the nation's most destructive wildfires have been triggered by utility companies such as Xcel Energy and Edison International - companies with radical ESG and DEI frameworks - lawmakers should instead work to hold these companies accountable for their businesses practices to reduce wildfires.

Hiking Spending within the National Oceanic and Atmospheric Administration (NOAA) to Promote Politicized Research on the "Impact of Climate Change on Fire Weather Environments".

The Rep. Chip Roy (R-TX) amendment #31 to the "National Defense Authorization Act (NDAA) for Fiscal Year 2024" prohibits Department of Defense schools (DoDEA) from using funds to promote or compel teachers to adhere to Critical Race Theory (CRT). Support is the Limited Government Position as all public education systems should be solely utilized to prepare children for their careers and promote excellence in core subject fields, such as reading, mathematics, and the sciences. Strengthening the Integrity of the DoDEA School System by Prohibiting the Promotion of Divisive Concepts, such as Critical Race Theory.

The Rep. Scott Perry (R-PA) amendment #81 to the "Department of the Interior, Environment, and Related Agencies Appropriations Act, 2025" repeals section 115 of the Clean Air Act. This section gives the Environmental Protection Agency (EPA) the authority to impose emission reductions on the States if the administrator finds that American air pollution endangers the public health and welfare of another country. According to the sponsor, "removing the broadly written language in section 115 is the only way to prevent the delegation of nearly unlimited power over State energy sectors to the EPA bureaucrats and removes the ability of international organizations to meddle in our energy sector." Support is the Limited Government Position as this amendment provides a critical safeguard against unaccountable EPA bureaucrats imposing draconian regulations on state economies to promote politicized climate change agendas. Considering the Biden Administration has reentered the Paris climate agreement, this amendment is especially necessary to prevent the implementation of "America Last" policies.

Ensuring an "America First" Energy Agenda by Repealing an EPA Policy that Grants Bureaucrats the Power to Implement Draconian Regulations to Benefit Foreign Nations.

The "Additional Ukraine Supplemental Appropriations Act, 2022" provides $40.1 billion in additional funding to Ukraine due to the Russian invasion, which follows the $14 billion Congress sent the country a couple months prior. Oppose is the Limited Government Position as, regardless of the significant question of whether or not the United States should be engaged in the conflict, this enormous sum of resources (over a quarter of the size of the entire Ukranian economy) is coupled with few safeguards to ensure accountability and proper use, a serious concern due to the significant track record of corruption within Ukraine.

Authorizing an Additional $40 Billion in Spending on Ukraine with Minimal Oversight to Prevent Corruption.

The "Fight and Combat Rampant Iranian Missile Exports Act or the Fight CRIME Act", sponsored by Rep. Michael McCaul (R-TX),imposes sanctions on a wide range of activities supporting Iran's missile and drone program ahead of the October 2023 expiration of the UN missile ban on Iran. Support is the Limited Government Position as even with the existing UN sanctions, Iran's missiles and drones have targeted U.S. troops, allies, and partners across the Middle East. Iran is one of the top U.S. adversary nations and terminating these sanction programs would worsen the already significant national security challenges Iran has placed on the U.S. and its allies.

Ensuring National Security through the Continuation of Sanctions on Iran's Missile and Drone Program upon the Expiration of the UN Ban.

The "Consolidated Appropriations Act, 2024" sponsored by Rep. Kay Granger (R-TX) is a $460 billion minibus funding several government agencies through Fiscal Year 2024. Overall spending levels are generally flat compared to the prior year with increases for some agencies and decreases for others. For example, the bill provides a 10% cut to the EPA, 7% cut to ATF, and a 6% cut to the FBI. However, the bill continues to fund the Essential Air Service program and contains countless earmarks which fund pet projects of lawmakers, especially at the Army Corps of Engineers where spending is increased 7-fold. The bill also provides increased spending for a number of welfare programs such as WIC, plus $3.3 billion for community development block grants. Furthermore, hundreds of millions of dollars are directed to fight climate change through carbon capture. Oppose is the Limited Government Position as this bill maintains the unsustainable spending levels which were hiked during the COVID-19 pandemic and is chock-full of wasteful pet-projects of special interests. Lawmakers must rein in the out-of-control spending and $35 trillion in national debt, which, when coupled with the $200 trillion in federal liabilities, represents the greatest existential threat facing this country. Note: two Democratic lawmakers who opposed the bill were marked as "X" due to the fact their opposition was not the spending but rather minor provisions pertaining to gun control.

Fueling Out-of-Control Spending Through a Budget Bill Filled with Waste and Funding Earmarked for Pet Projects of Lawmakers.

The "Global Food Security Reauthorization Act of 2022" further grows spending by an additional $100 million for various programs at the Department of State and the U.S. Agency for International Development (USAID) pertaining to global food security, resulting in annual spending of $3.9 billion. This spending program is another of many other initiatives already funded by the U.S. pertaining to food and agricultural development overseas. Oppose is the Limited Government Position as other countries in the United Nations have failed to contribute their fair share of global support and the United States is not in the position to grow its foreign aid spending when congress is running a budget deficit of $1.4 trillion. Significant spending cuts must take place across government in order to reverse our $30 trillion national debt, which, when coupled with the over $185 trillion in unfunded federal liabilities, represents the greatest existential threat facing this country.

Reauthorizing and Further Hiking Spending to $3.9 Billion Annually for Foreign Aid Surrounding Global Food Insecurity.

The "Prioritizing Economic Growth Over Woke Policies Act" sponsored by Rep. Bill Huizenga (R-MI) is said to address the threats environmental, social, and governance (ESG) initiatives pose to the American financial system. Most notably, the bill makes changes to SEC disclosure regulations to ensure companies are only required to disclose material information (not ESG) and requires the SEC to publicly list and explain any non-material disclosure demands. According to the sponsor, "rogue Democrat-appointed regulators are forcing companies to waste their limited time and resources on ESG mandates that have little to do with a firm's financial performance". Support is the Limited Government Position as this bill helps protect companies and investors from cancerous ESG and DEI initiatives which stifle company growth and oftentimes lead to a litany of other internal organizational problems.

Combatting Politicized ESG Rules within the SEC through the "Prioritizing Economic Growth Over Woke Policies Act".

The "Harnessing Energy At Thermal Sources (HEATS) Act sponsored by Rep. Young Kim (R-CA) would expedite geothermal energy production by clarifying that geothermal operators do not need a federal drilling permit for wells that are on state and private lands where the subsurface geothermal estate is less than 50% federal. While operators would be exempt from federal permitting requirements, they would still be subject to state permitting regulations. Support is the Limited Government Position as lawmakers should adopt an "all of the above" approach to energy while not favoring one particular source of energy over another through subsidies or the tax code. This bill helps reduce regulatory burdens and costs while further increasing American energy dominance.

Advancing American Energy Dominance by Reducing Unnecessary Permitting Barriers for Geothermal Energy through the "HEATS ACT".

The "Encouraging Public Offerings Act of 2023", sponsored by Rep. Ann Wagner (R-MO), makes Initial Public Offerings (IPOs) more attractive for companies by allowing communication with potential investors to determine interest in a securities offering, either before or after the filing of a registration statement. According to the sponsor, the bill "will encourage more companies to go public and expand provisions of the JOBS Act by codifying an existing SEC rule to allow all companies to 'test the waters' and communicate directly with potential investors before filing for an IPO." The Jayapal Amd. No. 9 to the "America COMPETES Act of 2022" is largely designed to promote the removal of sanctions placed on the $9.5 billion in assets held by the Afghan central bank, which is under Taliban control following the U.S. withdrawal from Afghanistan. The amendment requires the Treasury Department to examine the humanitarian impact of the sanctions, the projected increases in civilian deaths and refugees, and the resulting effect on additional Chinese Government influence in Afghanistan. Jeopardizing National Security by Advocating the Removal of Sanctions on the Afghan Central Bank which will Provide the Taliban with $9.5 Billion.

The Rep. Andy Biggs (R-AZ) amendment #1 to the "Reforming Intelligence and Securing America Act" would prohibit warrantless searches of U.S. person communications in the FISA 702 database, with exceptions for imminent threats to life or bodily harm, consent searches, or known cybersecurity threat signatures. While Section 702 of the Foreign Intelligence Surveillance Act (FISA) prohibits the NSA and FBI from "intentionally" targeting Americans through its mass surveillance, these agencies acquire a huge amount of innocent Americans' communications "incidentally." These agencies can then conduct backdoor, warrantless searches of these "incidentally collected" communications. This amendment would largely prevent American information from being collected without a warrant. Support is the Limited Government Position as countless Americans have had their Fourth Amendment rights infringed through warrantless spying under Section 702 of the Foreign Intelligence Surveillance Act (FISA). This amendment helps protect civil liberties by significantly limiting the scope of warrantless government spying under FISA.

The "Department of the Interior, Environment, and Related Agencies Appropriations Act, 2025" would appropriate $38.5 billion, roughly $72 million less than the prior year. The superfund cleanup program and the Diesel Emissions Reduction Program would receive slightly higher funding levels. Juan Ciscomani (R-AZ) would establish a new federal criminal penalty for individuals who are within 100 miles of the U.S. border and are intentionally evading Border Patrol agents or law enforcement officers that are actively assisting Border Patrol. The bill is named after a Border Patrol agent killed in a high-speed chase while pursuing a group of illegal immigrants in Texas. Support is the Limited Government Position as ensuring public safety and national defense is arguably the most important role of government. Failure to secure our nation's border and deport those residing in the country unlawfully not only has catastrophic implications on the ability to maintain law and order, but also creates countless other issues, ranging from welfare to the education system.

Strengthening National Security by Establishing a New Federal Criminal Penalty for Fleeing Border Patrol Agents through the "Agent Raul Gonzalez Officer Safety Act".

The Rep. Cutting Wasteful Spending by Striking $186.3 Million in Funds for the National Endowment for the Arts.

The Rep. Mary Miller (R-IL) amendment #65 to the "Securing Growth and Robust Leadership in American Aviation Act" prohibits any funds within the bill from being used to hire any diversity, equity, and inclusion officials or conduct training on diversity, equity, and inclusion. According to the sponsor "Secretary Buttigieg and President Biden's DEI initiatives which hire and promote people based on their physical characteristics over their merits and qualifications violate Title VII and the Constitution." Support is the Limited Government Position as taxpayer funds should not be utilized to promote DEI or CRT, which are ideologies that sow division amongst Americans and are intended to further grow the role of government. These programs also fuel cronyism by enriching the providers of these services, who are typically politically connected.

Protecting Taxpayer Funds within the Aviation Appropriation Bill from Being Utilized to Fund Politicized Initiatives Surrounding Diversity, Equity and Inclusion (DEI).

The "Promoting Digital Privacy Technologies Act" would require hiring three additional government employees at the National Institute of Standards and Technology (NIST) and increased grant issuance at the National Science Foundation to promote workforce development and research surrounding digital privacy technologies. Oppose is the Limited Government Position as the free market and private sector is best equipped to determine investment in the most impactful initiatives surrounding "digital privacy technology", instead of government employees, who are not financially held accountable to the success or outcomes of the grants they issue.

Expanding Government Bureaucracy and Grant Issuance for "Digital Privacy Technologies" that are Best Funded through the Private Sector.

The Rep. Claudia Tenney (R-NY) amendment #64 to the "Department of State, Foreign Operations, and Related Programs Appropriations Act, 2025" prohibits the usage of federal funds to pay the salary of, reinstate, or reemploy Robert Malley. According to the sponsor, prior to Malley's appointment by President Biden as the special envoy to Iran, he "had a storied history of legitimatizing the terrorist organization Hamas, also a U.S.-designated terrorist organization; has blamed Israel for Palestinian attacks; and has facilitated the disastrous 2015 Iran nuclear deal". The sponsor also noted "Malley was working to circumvent U.S. law by striking a deal with Iran without disclosing this to Congress" and since June of 2023 "has been placed on unpaid leave due to investigation into his mishandling of classified information". Additionally, it has since been learned through a bombshell report "that three top aides to Malley were part of an Iranian Government network". Support is the Limited Government Position as Malley should have never been hired by the Biden administration considering his previous history, including his facilitation of the Iran nuclear deal, one of the worst foreign agreements in our nation's history. Considering the latest revelations surrounding Malley and his former team, taxpayers should never again be forced to provide Malley employment.

Ending the Federal Employment of Robert Malley - Facilitator of the Disastrous Iran Nuclear Deal and Currently on Administrative Leave for the Mishandling Classified Information.

The Rep. Josh Brecheen (R-OK) amendment #41 to the "Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2024" provides a 6.5 percent cut within the underlying bill to funding for the National Resource Conservation Service (NRCS). After the $60.5 million cut, $850 million is provided to the entity. The sponsor noted the NCRS has a number of politicized programs and practices, including an Equity Division and LGBTQ emphasis programs. Support is the Limited Government Position as this amendment represents a small step in the right direction to restoring fiscal sanity. In addition to politicized programs, the NRCS funds countless wasteful initiatives that are not core functions of government, including conservation farming, conservation easements, and climate change related programs. Lawmakers must rein in the out-of-control spending and $33 trillion in national debt, which, when coupled with the over $185 trillion in federal liabilities, represents the greatest existential threat facing this country.

Reducing Spending by 6.5% within the National Resource Conservation Service, which has Funded Countless Politicized Initiatives Surrounding "Equity" and Climate Change.

The "Extending Limits of U.S. Customs Waters Act" sponsored by Rep. Michael Waltz (R-FL) would extend the customs waters territory of the United States from 12 to 24 nautical miles from the baselines of the United States. The expansion is intended to provide the U.S. Customs and Border Protection (CBP) Air and Marine Operations (AMO) and the U.S. Coast Guard (USCG) greater ability to interdict vessels engaged in drug and human trafficking from attempting to enter the United States. Support is the Limited Government Position as this bill strengthens national security by improving the ability of federal law enforcement authorities to combat illegal immigration and drug and human trafficking. The measure is especially necessary considering in the last year alone, CBP reported a record 2.7 million encounters and hundreds of thousands of tons of seized narcotics.

Reducing Drug and Human Trafficking by Extending the Waters Territory of the U.S. Coast Guard and Customs and Border Protection from 12 to 24 Nautical Miles Offshore.

The Rep. Claudia Tenney (R-NY) amendment #163 to the "Department of Defense Appropriations Act, 2025" prohibits funds from being used to enforce President Biden's Executive Order # 14019, "Promoting Access to Voting". According to the sponsor, the executive order empowers federal agencies to use taxpayer funds to implement or enter into agreements with partisan organizations that conduct voter mobilization activities. Support is the Limited Government Position as taxpayer resources should not be utilized to advance partisan politics. Such actions undermine our election process and democracy.

Safeguarding Democracy by Defunding Biden's Executive Order that Utilizes Taxpayer Resources to Advance Partisan Politics through Voter Mobilization Activities.

The Rep. Greg Steube (R-FL) amendment #57 to the "Department of Homeland Security Appropriations Act, 2025" would prohibit Immigration and Customs Enforcement from sending funds to the Department of Veterans Affairs to process medical claims for illegal immigrants in ICE custody. The measure is directed at the Department of Veterans Affairs' Financial Services Center which provides administrative support in processing third-party medical claims for those in CBP's and ICE's custody. According to the sponsor, "there are 273,307 outstanding disability claims that have been pending for more than 125 days" and this "amendment would ensure that the VA focuses its resources on veterans, not illegal immigrants". Support is the Limited Government Position as government entities should place the needs of Americans - especially Veterans - ahead of the needs of those residing in our country unlawfully.

Reforming the Dept. of Veterans Affairs to Ensure the Needs of Veterans are Placed Ahead of the Needs of Illegal Immigrants.

The Rep. Anthony D'Esposito (R-NY) amendment #1 to the "Consequences for Social Security Fraud Act" would expand the underlying bill to prevent illegal immigrants who have committed fraud concerning COVID-19 grants or funds from entering the U.S. and automatically deports illegal immigrants who have engaged in such fraud within the United States. The sponsor cites statistics from the SBA Inspector General which estimated that more than $200 billion of the roughly $1.2 trillion in pandemic loans were distributed to potentially fraudulent actors. Support is the Limited Government Position as ensuring public safety and national defense is arguably the most important role of government. Failure to secure our nation's border and deport those residing in the country unlawfully not only has catastrophic implications on the ability to maintain law and order, but also creates countless other issues, ranging from welfare to the education system.

Strengthening Public Safety by Deny Entry and Deporting Illegal Immigrants who Committed Fraud Concerning COVID-19 Grants or Funding.

The "No Foreign Election Interference Act" sponsored by Rep. Nicole Malliotakis (R-NY) would impose restrictions and penalties on tax-exempt organizations that receive funding from foreign nationals. Under existing law, foreign nationals are prohibited from donating to U.S. campaigns, however, there are no laws or regulations preventing foreign nationals from influencing U.S. elections by directing funds to 501(c)(4) organizations or other tax-exempt organizations. Under the bill, tax-exempt entities would be barred from contributing to a political committee eight years from the date it received a contribution from a foreign national. According to the sponsor, foreign entities "have been funding far-left advocacy groups, promoting Chinese Communist Party (CCP) propaganda, and fueling antisemitic protests to influence America's political landscape". Support is the Limited Government Position as this measure closes a significant loophole to help strengthen democracy and ensure American elections remain free from foreign interference. This bill failed to receive the 2/3rd vote necessary to pass.

Strengthening Democracy by Prohibiting Foreign Nationals from Influencing Elections through Contributions to Tax-Exempt Entities - "No Foreign Election Interference Act".

The Rep. John Garamendi (D-CA) amendment #37 to the "Energy and Water Development and Related Agencies Appropriations Act, 2024" cuts all funding for the "W87-1 modification program", which is developing the latest intercontinental ballistic missile (ICBM) nuclear weapon system. According to the sponsor, the $120 billion cost for development over the next decade does not need to be spent now due to the reliability of the existing Minuteman III rockets originally developed in the 1960s. Oppose is the Limited Government Position as protecting the nation from foreign adversaries and maintaining a strong military are some of the most essential roles of government. Adapting the philosophy of "Peace Through Strength" ensures the United States has the most technologically advanced weapons in the world, which is a critical component of avoiding costly and deadly conflict.

Weakening National Security by Defunding the Continued Development and Upgrade of the U.S. Nuclear ICBM Program.

The Rep. Van Drew (R-NJ) amendment #62 to the "Energy and Water Development and Related Agencies Appropriations Act, 2025" prohibits funds from being used for the Office of Clean Energy Demonstrations of the Department of Energy. According to the sponsor, this Department advances an "equitable energy transition" and results in less reliable energy, higher energy prices and less energy independence. Support is the Limited Government Position as an "equitable energy transition", like other ESG frameworks, harms U.S. economic growth and enriches select entities through government central planning.

Defunding a Wasteful Central Planning Scheme within the Department of Energy which Advances an "Equitable Energy Transition".

The Rep. Currently, when a fiduciary is appointed to help manage the financial affairs of a veteran, the VA automatically reports the veteran to the FBI's National Instant Criminal Background Check System (NICS) and the veteran loses his or her right to have a firearm. This amendment prevents the automatic revocation of Second Amendment rights by instead requiring a judge to rule the veteran is a danger to themselves or others with a firearm. Support is the Limited Government Position as Veterans should not be forced to choose between receiving assistance with their finances or losing their Second Amendment Rights through this poorly devised one-size-fits-all policy.

The "Active Shooter Alert Act of 2022" establishes a communication network, which proponents tout is similar to an amber alert, that will notify individuals of an active shooter. This new network will be overseen by a new division within the Department of Justice. Oppose is the Limited Government Position as such an initiative, if carried out, should be developed and strictly overseen by local officials accountable to the people. In recent years, the Department of Justice has been significantly criticized for carrying out its work in a politicized fashion and this system could be heavily abused to promote any potential shooting event or incident involving a firearm, thus serving as an activist tool for gun control.

Establishing a Politicized "Active Shooter Alert System" Under the Department of Justice with No Oversight to Ensure Proper Application.

The Rep. Andy Barr (R-KY) amendment #38 to the "Financial Services and General Government Appropriations Act, 2024" prohibits funds from being used to implement the Biden administration's January 2021 executive order #14008 titled ''Tackling the Climate Crisis at Home and Abroad.'' Reducing Government Overreach and Providing More Americans with the Ability to Invest in Venture Capital and Hedge Funds through the "Equal Opportunity for All Investors Act".

The "Continuing Appropriations and Ukraine Supplemental Appropriations Act, 2023" funds the federal government through December 16, 2022, as opposed to January 2023 when a new congress will be sworn in following the November election. Such an action will result in members of congress who lost their election, but are still sitting in office (a concept commonly known as "lame duck"), to set government funding for the next year, rather than the next congress . Additionally, the bill provides $12.3 billion in funding to Ukraine, which is on top of the $53 billion congress has already spent on the country. Oppose is the Limited Government Position as allowing lame duck members of congress to set funding levels will likely result in much greater irresponsible spending than allowing the new congress to set spending levels, as they are still held accountable to voters. Additionally, the bill's Ukraine spending includes $4.5 billion of funding directed towards helping the Ukraine government maintain operations, a specially troubling provision considering the lack of oversight and Ukraine's long history of corruption.

Paving the Way for Irresponsible Spending Through a CR which Allows the Lame Duck Congress, Not the New Congress, to Set Government Funding.

The "Consumer Fuel Price Gouging Prevention Act" authorizes the President to declare an "energy emergency," thus prohibiting anyone who sells gasoline or other consumer fuels from charging a price that (1) is unconscionably excessive, and (2) indicates that the seller is exploiting the emergency to increase prices unreasonably. Oppose is the Limited Government Position as the nation learned first-hand the devastation caused by price controls which were implemented by the Nixon Administration during the 1970's energy crisis. Instead, lawmakers should work to bring down high energy prices by empowering the free market to solve the problem, including removing any regulatory barriers to energy production and distribution.

This resolution introduced by Rep. Oppose is the Limited Government Position as while the potential for the CCP to collect data on Americans is concerning, TikTok has become a widely popular in America, with over 170 million monthly users. A TikTok ban across government platforms is reasonable considering national security, but ultimately it should be up to individual Americans to weigh the risks of TikTok and determine their usage - not politicians - absent a much more substantial threat to national security.
