The Rep. Eli Crane (R-AZ) amendment #10 to the "Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2025" corrects a practice whereby veterans lose their Second Amendment rights if they seek assistance from the Department of Veterans Affairs (VA) to have their financial affairs managed. Currently, when a fiduciary is appointed to help manage the financial affairs of a veteran, the VA automatically reports the veteran to the FBI's National Instant Criminal Background Check System (NICS) and the veteran loses his or her right to have a firearm. This amendment prevents the automatic revocation of Second Amendment rights by instead requiring a judge to rule the veteran is a danger to themselves or others with a firearm. Support is the Limited Government Position as Veterans should not be forced to choose between receiving assistance with their finances or losing their Second Amendment Rights through this poorly devised one-size-fits-all policy.

Ensuring Veterans don't Lose their Second Amendment Rights if they Seek Assistance to Manage their Finances at the VA.

The "en bloc No. 9" amendment to a multi-agency appropriations bill defunds the Department of Veterans Affairs Asset and Infrastructure Review (AIR) commission and transfers the $5 million in funding to the Healthcare for Homeless Veterans Program. The AIR commission is tasked with reviewing the 7,500 buildings operated by the VA and identify how the buildings are being utilized, whether facilities need updating, the funding necessary to upgrade facilities, and how efficiently health care is being delivered to our veterans. Oppose is the Limited Government Position as this commission plays a critical role in reviewing the failing bureaucracy and mis-utilized assets of the VA. Lawmakers should implement the AIR recommendations to streamline and improve the VA so that those who served our country can receive the highest possible quality of healthcare.

Blocking Much-Needed Reforms to the Department of Veterans Affairs by Defunding the VA Asset and Infrastructure Review (AIR) Commission.

The "Community Services Block Grant (CSBG) Modernization Act of 2022" grows spending under the CSBG program by over 27 percent and increases eligibility for benefits provided under the program to individuals earning up to 200 percent of the federal poverty level - such benefits were previously reserved for individuals at or below the federal poverty level. The CSBG is touted by proponents as a tool for the federal government to reduce poverty and is subject to less federal oversight, given funds are largely used at the discretion of state and local governments. Oppose is the Limited Government Position as the private sector, through charitable endeavors, is best equipped to fund the most impactful initiatives that reduce poverty, not government programs, such as the CSBG program, which has little oversight and a long history of waste, fraud, and abuse.

Growing Government Dependency by Expanding Eligibility and Spending Under the Community Services Block Grant Program.

The "Save Our Seas 2.0 Amendments Act" sponsored by Rep. Suzanne Bonamici (D-OR) would increase spending by $40 million over the next five years within the National Oceanic and Atmospheric Administration (NOAA) by reauthorizing the "Marine Debris Program". Additionally, the bill would accelerate the establishment of a government-funded Marine Debris Foundation and allow the Marine Debris Program to receive additional funding from other federal agencies. Oppose is the Limited Government Position as while the removal of marine debris is a worthy initiative, the private sector is best equipped to fund these types of initiatives, which ensures waste is minimized and resources directed to the most needed initiatives. Growing the NOAA's Marine Debris Program - a Role of the Private Sector - Through the "Save Our Seas 2.0 Amendments Act".

The "Allowing Contractors to Choose Employees for Select Skills (ACCESS) Act" sponsored by Rep. Nancy Mace (R-SC) would prohibit minimum experience or educational requirements for proposed contractor personnel in government contract solicitations unless deemed necessary by the agency. In cases where such requirements are included, contracting officers must provide a written justification explaining why they are essential. Support is the Limited Government Position as this measure helps reduce taxpayer costs by cutting red tape and allowing contractors to hire the most qualified workers for the job. Many college degrees, such as "gender studies", are virtually worthless and do not relate to the work being performed.

The Rep. Scott Perry (R-PA) amendment #83 to the "Department of the Interior, Environment, and Related Agencies Appropriations Act, 2025" strikes the funding for the Council on Environmental Quality (CEQ). According to the sponsor, the CEQ is a duplicative entity of the EPA which imposes onerous regulatory burdens on Americans, plus under the Biden Administration, has developed politicized policies on climate change, environmental justice, and Federal sustainability. Support is the Limited Government Position as this measure helps cut unnecessary and duplicative government bureaucracy. Additionally, the CEQ has largely become a politicized entity advancing an extreme left-wing environmental justice agenda.

Cutting Duplicative Government Bureaucracy through the Elimination of the Council on Environmental Quality.

The "DHS Cybersecurity On-the-Job Training Program Act" sponsored by Rep. Shelia Jackson Lee (D-TX) would impose new mandates within the Department of Homeland Security (DHS) which require employees holding non-cybersecurity positions within the department, to be trained in matters relating to cybersecurity. The bill requires the program curriculum to be consistent with the "National Initiative for Cybersecurity Education Framework" and is expected to cost $1 million annually to implement (not including lost employee time). Oppose is the Limited Government Position as DHS already has the authority to train any of its employees on cybersecurity. Instead, this one-size-fits-all mandate grows bureaucracy and may take employees already well-versed in cybersecurity unnecessarily away from their duties.

Growing Government Bureaucracy through the "DHS Cybersecurity On-the-Job Training Program Act".

The "Superior National Forest Restoration Act" sponsored by Rep. Pete Stauber (R-MN) would rescind "Public Land Order No. 7917 for Withdrawal of Federal Lands; Cook, Lake, and Saint Louis Counties, MN", which bars mining operations on over 225,000 acres of land within Minnesota's Superior National Forrest. Under the bill, the withdrawal would be overturned and the two decades-old mineral leases in Twin Metals Minnesota, which the Biden administration cancelled in 2022, would be restored. Support is the Limited Government Position as this bill boosts American mineral extraction and helps grow the U.S. economy.

Restoring Mineral Extraction in Minnesota which was Banned by a Biden Administration Action Through the "Superior National Forest Restoration Act".

The "JUDGES Act of 2024" sponsored by Sen. Todd Young (R-IN) represents a bipartisan attempt to alleviate the overburdened federal district court system. Under the bill, 63 new permanent district court judgeships and three new temporary district court judgeships would be created over the next decade. Around 10 judges would be added every two years, staggering them between different presidents. Improving the Efficiency of the U.S. Federal District Court System by Adding 63 Additional Judges over the Next Decade.

The Rep. Josh Brecheen (R-OK) amendment #43 to the "Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2024" would eliminate the USDA rental assistance program, providing a savings of $1.6 billion. According to the sponsor, the program is 1 of 25 duplicative housing programs across the federal government. Rental assistance programs merely distort the market, ultimately bidding up prices and making housing even less affordable. Protecting Taxpayers through a 50% Cut in the Bloated Bureaucracy of the Bureau of Land Management.

This resolution sponsored by Rep. Dan Newhouse (R-WA) denounces the energy and federal land policies of the Biden Administration. It also encourages the domestic production of reliable and affordable energy generation sources. The resolution highlights that "energy prices increased roughly 37.2 percent in President Biden's first 26 months in office, which is the largest increase of any of the last 7 Presidents". Overturning a Package of Dangerous Criminal Justice Reforms in DC which Weaken Mandatory Minimum Sentences and Fuel Greater Lawlessness.

The "Fight and Combat Rampant Iranian Missile Exports Act or the Fight CRIME Act", sponsored by Rep. Michael McCaul (R-TX),imposes sanctions on a wide range of activities supporting Iran's missile and drone program ahead of the October 2023 expiration of the UN missile ban on Iran. Support is the Limited Government Position as even with the existing UN sanctions, Iran's missiles and drones have targeted U.S. troops, allies, and partners across the Middle East. Iran is one of the top U.S. adversary nations and terminating these sanction programs would worsen the already significant national security challenges Iran has placed on the U.S. and its allies.

Ensuring National Security through the Continuation of Sanctions on Iran's Missile and Drone Program upon the Expiration of the UN Ban.

The "Lower Food and Fuel Costs Act" includes $700 million in subsidies for agricultural producers and initiatives, including $200 million to upgrade infrastructure to blend both biodiesel and ethanol fuel at higher levels (ex. E15). Additionally, the bill establishes a new special investigator of competition within the U.S. Department of Agriculture (USDA) to regulate and bring civil action concerning competition and trade practices across the agricultural industry. Oppose is the Limited Government Position as taxpayers should not be forced to subsidize the amenities of the agricultural industry (or any industry) and the promotion of higher ethanol-blended fuel, which causes significant damage to older cars and trucks. Furthermore, the best mechanism to expand competition is through the free market, not through further the further expansion of government and regulations - which most often has the opposite intended result.

Advancing Unnecessary Spending and Regulatory Overreach in the Agricultural Industry Through Subsidies for Ethanol Fuel Expansion and a New "Special Investigator" for Competition.

The "Udall Foundation Reauthorization Act of 2023" sponsored by Rep. Juan Ciscomani (R-AZ) would reauthorize through FY 2028 the Morris K. Udall and Stewart L. Udall Foundation, which is an independent executive branch agency. The Foundation engages in public policy pertaining to environmental policy and climate change, as well as funds scholarships for individuals who identify as Native American. The Foundation lists diversity, equity and inclusion (DEI) as one of its strategic objectives in its strategic plan. Oppose is the Limited Government Position as it is the role of the private sector - not government - to operate and fund such a Foundation, especially a politicized entity which engages on issues such as climate change and DEI. There are hundreds of thousands of other non-profit entities with just as deserving of missions yet are rightfully forced to operate and obtain their funding from the private sector.

Reauthorizing the Udall Foundation an Unnecessary Politicized Entity Advancing DEI and Climate Change Agendas.

The Rep. Matt Rosendale (R-MT) amendment #52 to the "Servicemember Quality of Life Improvement and National Defense Authorization Act for Fiscal Year 2025" would prohibit TRICARE from covering and the Department of Defense from furnishing gender transition surgeries and gender hormone treatments for individuals that identify as transgender. According to the sponsor, "the DOD spent millions of dollars on these surgeries, and they do nothing to help our servicemembers. The follow-up medications and counseling are even more costly". Support is the Limited Government Position as taxpayer funds should not be utilized to provide elective services surrounding gender reassignment, as is the current case with Botox and other procedures designed to improve physical appearance. All such services and costs should be the responsibility of the individuals seeking to obtain them, not U.S. taxpayers.

Protecting Taxpayers from Being Forced to Pay for Transgender Sex Reassignment Surgeries Through the DoD TRICARE Health Program.

The Rep. Andy Biggs (R-AZ) amendment #61 to the "Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2024" would restore spending within the Commodity Futures Trading Commission to 2019 levels and direct the $77 million in savings to deficit reduction. The funding proposed within the underlying bill is 30 percent above the pre-COVID level. Support is the Limited Government Position as this amendment represents a step in the right direction to restoring fiscal sanity. Cutting Spending to 2019 Levels within the Commodity Futures Trading Commission and Redirecting the $77 Million in Savings to Deficit Reduction.

The Rep. Dina Titus (D-NV) amendment #171 to the "Department of Defense Appropriations Act, 2025" would prohibit funds in the bill from being used to procure "cluster munitions". According to the sponsor, "cluster munitions are shells that contain dozens of smaller bomblets that disperse into the air and scatter over areas the size of several football fields". Oppose is the Limited Government Position as this measure would tie the hands of the U.S. military in future conflicts, prohibiting the option to use these munitions in contingencies where the only other option are larger munitions that cause even more casualties. Additionally, like nuclear weapons, possession of these munitions align with the philosophy of "Peace Through Strength", which is a critical component of avoiding costly and deadly conflict.

Weakening National Security by Banning the Procurement of "Cluster Munitions" which Contain Dozens of Smaller Bomblets Used to Blanket a Targeted Area.

The "Coordinator for Afghan Relocation Efforts Authorization Act of 2024" sponsored by Rep. Dina Titus (D-NV) would officially codify the Department of State's Office of the Coordinator for Afghan Relocation Efforts (CARE) which was established in 2021 during the U.S. withdrawal from Afghanistan. The office is tasked with relocating and resettling eligible Afghan allies and facilitating the departure from Afghanistan of U.S. citizens who request assistance. The bill would provide CARE with greater flexibility to hire personnel and allow the office to transfer funds to and from other federal agencies. Oppose is the Limited Government Position as this entity is no longer needed considering the U.S. Armed Forces completed their withdrawal from Afghanistan on 30 August 2021 - over 3 years ago. This bill merely grows bureaucracy and wasteful spending. Advancing an "America Last" Agenda and Growing Bureaucracy through the "Coordinator for Afghan Relocation Efforts Authorization Act".

The Rep. Scott Perry (R-PA) amendment #50 to the "Energy and Water Development and Related Agencies Appropriations Act, 2025" cuts funding for the Great Lakes Authority in half and transfer the difference to the spending reduction account. This program was created in 2022 to fund watershed programs in a handful of states. As the sponsor has noted for multiple years, the program serves as an example of waste as it "does not have a Federal co-chair, it has no website, it has no programs funded", yet is receiving a $5 million appropriation. Support is the Limited Government Position as every program and initiative not pertaining to a core function or duty of government must be cut or significantly scaled back to get our nation's fiscal house back in order. Cutting $2.5 Million from a Wasteful "Great Lakes Authority" that has No Website, Programs, or Federal Co-Chair.

The "Iran Sanctions Accountability Act of 2023" sponsored by Blaine Luetkemeyer (R-MO) would require the President to issue regulations to ensure that humanitarian exemptions involving Iran sanctions do not facilitate acts of international terrorism or the proliferation of weapons of mass destruction. The bill also directs the Department of the Treasury to instruct the U.S. Executive Director at the World Bank to oppose providing financial assistance to Iran. Support is the Limited Government Position as this bill strengthens national security by boosting oversight of sanction exemptions provided to Iran - a known harborer of terrorists.

Ensuring Humanitarian Assistance Provided to Iran is Not Used to Finance Acts of Terror through the "Iran Sanctions Accountability Act".

The "Consolidated Appropriations Act, 2024" sponsored by Rep. Kay Granger (R-TX) is a $460 billion minibus funding several government agencies through Fiscal Year 2024. Overall spending levels are generally flat compared to the prior year with increases for some agencies and decreases for others. For example, the bill provides a 10% cut to the EPA, 7% cut to ATF, and a 6% cut to the FBI. However, the bill continues to fund the Essential Air Service program and contains countless earmarks which fund pet projects of lawmakers, especially at the Army Corps of Engineers where spending is increased 7-fold. The bill also provides increased spending for a number of welfare programs such as WIC, plus $3.3 billion for community development block grants. Furthermore, hundreds of millions of dollars are directed to fight climate change through carbon capture. Oppose is the Limited Government Position as this bill maintains the unsustainable spending levels which were hiked during the COVID-19 pandemic and is chock-full of wasteful pet-projects of special interests. Lawmakers must rein in the out-of-control spending and $35 trillion in national debt, which, when coupled with the $200 trillion in federal liabilities, represents the greatest existential threat facing this country. Note: two Democratic lawmakers who opposed the bill were marked as "X" due to the fact their opposition was not the spending but rather minor provisions pertaining to gun control.

Fueling Out-of-Control Spending Through a Budget Bill Filled with Waste and Funding Earmarked for Pet Projects of Lawmakers.

The "Ocean Shipping Reform Act of 2022" provides the Federal Maritime Commission new power to investigate and order refunds of "unreasonable" demurrage charges (late fees when cargo is not unloaded in contracted time frames at ports), as well as a series of other new regulatory powers. Oppose is the Limited Government Position as it is not the role of government to interfere in the private contract negotiations of companies, absent fraud or criminal activity. Instead, lawmakers should empower the free market to reduce shipping costs by repealing the underlying government regulations that have led to the shipping cost crisis, such as the Jones Act and other government barriers to port construction.

Expanding Government Power to Set Prices and Interfere in Private Contracting Agreements Between Companies Through the Ocean Shipping Reform Act.

The "Carbon Sequestration Collaboration Act" sponsored by Rep. Jim Baird (R-IN) would grow the Department of Energy (DOE) to increase research, development, and demonstration (RD&D) on carbon dioxide sequestration. Emphasis would be placed on "terrestrial carbon sequestration" (i.e., the storage of carbon in plants and biomass)and carbon sequestration in geologic formations (e.g., carbon sequestration in basins or aquifers). The bill is expected to increase DOE spending by $32 million. Oppose is the Limited Government Position as it is the role of the private sector - not government - to fund the research and development of any technology pertaining to carbon sequestration. This bill merely grows bureaucracy within the DOE and forces taxpayers to fund a politicized environmental agenda. Lawmakers must rein in the out-of-control federal spending and $35 trillion in national debt, which, when coupled with the $200 trillion in federal liabilities, represents the greatest existential threat facing this country.

Forcing Taxpayers to Spend an Additional $31 Million at the Department of Energy to Advance a Politicized Environmental Agenda Through the "Carbon Sequestration Collaboration Act".

The Rep. Michael Burgess (R-TX) amendment #78 to the "Department of the Interior, Environment, and Related Agencies Appropriations Act, 2024" prohibits the Environmental Protection Agency (EPA) from utilizing a title 42 special pay authority. According to the sponsor, this authority has resulted in EPA employees being overpaid through the bypassing of the standard federal GS pay schedule. Support is the Limited Government Position as this amendment helps restore government accountability and protect taxpayers from overpaying the agency workforce. Protecting Taxpayers by Ending the EPA's Utilization of a Special Pay Schedule that has Resulted in Overpayment of Agency Employees.

The "Further Additional Continuing Appropriations and Other Extensions Act, 2024" would avoid a shutdown by extending government funding through either March 1 or March 8, 2024 depending upon agency. Notably, the bill does not contain border security provisions advocated by conservatives. Maintaining Fiscal Irresponsibility through the "Further Additional Continuing Appropriations and Other Extensions Act, 2024" that Fails to Include a Critical Border Security Provision.

The Rep. Greg Steube (R-FL) amendment #46 to the "Servicemember Quality of Life Improvement and National Defense Authorization Act for Fiscal Year 2025" would prohibit the Department of Defense Education Activity from purchasing, displaying, or maintaining material that promotes gender ideology or pornographic content. According to the sponsor, "DOD schools are often the only option that servicemembers have to educate their children" yet "radical leftists desire to use schools as a tool to indoctrinate our children as soon as they enter kindergarten". Support is the Limited Government Position as it is the role of parents - not government bureaucrats - to introduce and discuss these sensitive issues with their children. All school curriculum and learning materials should pertain only to core subject areas and be accessible to parents for review.

Strengthening Parental Rights by Prohibiting the Display of Pornographic and Racial Gender Ideology Books in DoDEA School Libraries.

The Rep. Marjorie Taylor-Greene (R-GA) amendment #57 to the "Department of Defense Appropriations Act, 2025" would ensure that no additional military funding is authorized for the war in Ukraine. According to the sponsor, "Congress has appropriated $174.2 billion of taxpayer dollars in emergency supplemental funding for Ukraine while our southern border is invaded by murderers, rapists, and terrorists, the Biden administration cares more about protecting the borders of Ukraine than the country he swore to protect and that many people in this body swore to protect." Placing America First by Halting the Billions Provided to Ukraine at a Time when the U.S. is Facing a Border Crisis and Crippling Debt.

The "Keep Kids Fed Act" of 2022 extends certain eligibility waivers and the elevated reimbursement rates provided to schools and afterschool program providers for breakfasts, lunches and snacks under the Department of Agriculture's Child and Adult Care Food Program through 2024. These waivers and higher reimbursement rates were "temporary" measures implemented at the onset of the COVID-19 pandemic. Oppose is the Limited Government Position as the country is no longer experiencing the same restrictions and challenges faced during the pandemic and the extension of this additional funding was done without other desperately needed reforms, such as restricting the free meals provided under such programs to only children from low-income families instead of to all students.

Extending "Temporary" Spending Hikes and Eligibility Waivers to the Federal School Lunch Program Implemented Under COVID-19 to 2024.

The Rep. Paul Gosar (R-AZ) amendment #16 to the "Department of State, Foreign Operations, and Related Programs Appropriations Act, 2025" prohibits funds for the Special Representative for Ukraine's Economic Recovery which will "help forge Ukraine's future as a prosperous, secure, European democracy.''
