Weakening National Security by Striking Funding for the B83-1 Nuclear Gravity Bomb Designed to Destroy Deeply Buried Targets in Adversary Nations.

The Rep. Harriet Hageman (R-WY) amendment #21 to the "Department of State, Foreign Operations, and Related Programs Appropriations Act, 2025" blocks funds for the United Nations Food and Agriculture Organization (FAO). According to the sponsor, "FAO is the current target of the Chinese Communist Party influence strategy within the multilateral system, facilitated by FAO Director General Qu Dongyu, a Chinese citizen and former Vice Minister of Agriculture and Rural Affairs of the CCP". The "Violent Incident Clearance and Technological Investigative Methods" (VICTIM) Act of 2022" directs $100 million in new annual spending on grants for local entities to assist victims of crime. The funds are directed to be used for food and housing and other vaguely defined initiatives called "improving relationships with communities." Oppose is the Limited Government Position as this bill is largely politicized, with many ineffective and wasteful provisions. Instead, lawmakers should combat efforts that "defund the police" and allocate funding to proven initiatives that actually prevent crime from occurring in the first place.

Advancing an Ineffective and Wasteful Crime Victim Bill Rather Than Supporting Law Enforcement and Preventing Crime.

The Rep. Nydia Velázquez (D-NY) amendment #1 to the "Prove It Act of 2024" would significantly weaken the underlying bill (which requires government agencies to assess and limit the direct and indirect costs of their rules and regulations). Instead, the amendment would strike all text and then just require rule-writing staff at agencies to be trained on the requirements of the Regulatory Flexibility Act every four years. This bill, "making further continuing appropriations for fiscal year 2024", is a "CR" that funds portions of government through January 19, 2024 or February 2, 2024, depending on the department. The CR does not contain provisions demanded by conservative lawmakers, such as spending cuts or border security measures. Oppose is the Limited Government Position as this "kick the can down the road" approach weakens the ability of conservatives to obtain meaningful spending cuts. Specifically, the bill tightens the Foreign Entity of Concern (FEOC) definition for the 30D electric vehicle (EV) tax credit as well as closes the "billionaire and Chinese manufacturing loopholes" which provide Chinese companies and business owners with subsidy benefits. The bill is in response to plans by Ford, General Motors and other manufactures to license technology from China's Contemporary Amperex Technology Co Ltd (CATL) to produce lithium-ion batteries. Support is the Limited Government Position as while the federal EV tax credit program should be entirely eliminated, this measure at least reduces distribution of the subsidies and ensures Chinese manufacturers and business owners are not enriched at the expense of American taxpayers.

Ending Subsidies to Vehicle Manufactures Utilizing Chinese Battery Technology Under the Crony Federal Electric Vehicle Tax Credit Program.

The "Laken Riley Act" sponsored by Rep. Mike Collins (R-GA) would require the federal detention of illegal immigrants who are accused of theft, burglary, assaulting a law enforcement officer, and any crime that causes death or serious bodily injury. The Laken Riley Act is named after a Georgia nursing student who was killed by an illegal Venezuelan immigrant who had previously been arrested and paroled into the United States. Support is the Limited Government Position as ensuring public safety and national defense is arguably the most important role of government. Failure to secure our nation's border and deport those residing in the country unlawfully not only has catastrophic implications on the ability to maintain law and order, but also creates countless other issues, ranging from welfare to the education system.

Strengthening National Security by Ensuring the Detention of Illegal Immigrants Accused of Theft, Burglary and Serious Crimes Under the "Laken Riley Act".

The Rep. Maxine Waters (D-CA) amendment #9 to the "Expanding Access to Capital Act of 2023" would require any investment adviser, private fund, or an investment company that is subject to the bill to annually and publicly disclose their investments into women-owned, minority-owned, LGBTQ-owned, and other businesses. According to the sponsor, the measure "provides needed transparency into the opaque world of private equity and venture capital funds" considering "Black-founded companies receive less than 1 percent of venture capital funding annually, while women-founded businesses receive just about 2 percent". The Rep. Sara Jacobs (D-CA) amendment #13 to the "Parents Bill of Rights Act" strikes provisions within the bill that permit parents and guardians to review professional development materials for educators. According to the sponsor, these provisions "would impact educators' and school districts' already limited time and resources without any positive gain," while opponents claim "parents need to know who is teaching the teachers, and taxpayers have a right to know what kind of professional development they are paying for." Maria Salazar (R-FL) directs the Victims of Communism Memorial Foundation to develop a civic education curriculum and oral history resources for high school students to promote understanding of certain political ideologies (e.g., communism and totalitarianism) that conflict with principles of U.S. democracy. Oppose is the Limited Government Position as it is the role of local school boards - not the federal government through favored non-profit entities - to develop curriculum and manage high school education. Establishing a New Spending Program for "Drone Infrastructure Inspection Grants" Containing Multiple Costly and Protectionist Provisions.

The "Setting Consumer Standards for Lithium-Ion Batteries Act" sponsored by Rep. Ritchie Torres (D-NY) requires the Consumer Product Safety Commission (CPSC) to impose new mandates on micromobility devices (such as electric bicycles and scooters) relating to lithium-ion batteries and fire risk. According to the Congressional Budget Office, the bill is expected to increase taxpayer cost by $6 million to hire additional government employees to carry out these duties over the next five years. Oppose is the Limited Government Position as this bill further grows the government regulatory state. There are already processes in place at the CPSC to generally monitor the safety of consumer products, and companies within the private sector are incentivized to ensure the products they bring to the market are safe. This includes maintaining the integrity of their brands and the threat of other legal enforcement mechanisms.

Growing the Size and Scope of the Consumer Product Safety Commission to Impose New Mandates on Electric Bicycles and Scooters.

The "Iran Counterterrorism Act of 2023" sponsored by Rep. Young Kim (R-CA) requires Iran to cease support for acts of international terrorism as a condition for the President to waive secondary sanctions imposed on the regime in Tehran. The bill also provides for a congressional review process for national security interest waivers of these sanctions if Iran continues its support for global terror. According to the sponsor, "we cannot afford to embolden Iran-the world's largest state sponsor of terrorism-any further" and this bill "provides Congress with a stronger role in future sanctions relief for Iran". The "LEOSA Reform Act of 2024" sponsored by Rep. Don Bacon (R-NE) broadens the authority for certain law enforcement officers to carry concealed firearms across state lines. Specifically, the bill allows qualified active and retired law enforcement officers to carry concealed firearms and ammunition (including magazines) in school zones; in national parks; on state, local, or private property that is open to the public; and in certain federal facilities that are open to the public. Support is the Limited Government Position as James Madison and our nation's other founding fathers understood that the right to keep and bear arms is a crucial individual liberty and protects the citizenry against a tyrannical government. So-called "gun free zones" do nothing to prevent criminals from breaking the law, they merely disarm law-abiding individuals and unduly infringe their Second Amendment protections and leave them defenseless.

Boosting Public Safety by Authorizing Active and Retired Law Enforcement Officers to Carry Concealed Firearms Across State Lines and in a Greater Range of So-Called "Gun Free Zones".

The Rep. Tom Tiffany (R-WI) amendment #58 to the "Department of Homeland Security Appropriations Act, 2025" prohibits the expenditure of funds to extend "temporary protected status" (TPS), for nationals of El Salvador. TPS is a tool provided by Congress that allows for the President, acting through the Department of Homeland Security, to allow foreign nationals to remain temporarily in the United States if conditions in their home country are too dangerous to send them back. According to the sponsor, "like so many immigration laws, this narrow authority has been repeatedly abused". The sponsor also noted that nationals of El Salvador have been granted TPS due to the aftermath of an earthquake in the country, but "here is the problem: That earthquake was in 2001, more than two decades ago." Support is the Limited Government Position as despite the need to grow the U.S. economy through reforms to the immigration system that increase the number of skilled individuals who may enter and work in our country, the continued abuse of TPS places an immense drain on U.S. infrastructure and taxpayer resources ranging from welfare to the education system, while also creating serious law enforcement and national security issues.

Strengthening Immigration Enforcement by Ending the Abuse of the "Temporary Protected Status" Program for Nationals of El Salvador.

The "LGBTQI+ Data Inclusion Act" requires the over 100 federal agencies that conduct surveys collecting demographic data, expand their methods to incorporate information on sexual orientation, gender identity, and other "variations in sex characteristics" into their published reports. Oppose is the Limited Government Position as not only does this measure further increase government bureaucracy and taxpayer costs, but may place some survey respondents in uncomfortable positions due to the sensitive nature of the questions. While all members of the LGBTQ community should be treated equally and protected from any form of discrimination by government, this measure is largely intended to be used to justify new federal programs and further expand the role of government.

Expanding Government Bureaucracy and Hiking Costs by Requiring Surveys Conducted by Federal Agencies Include Questions on Sexual Orientation and Gender Identity.

The "Promoting Resilient Supply Chains Act of 2023" sponsored by Rep. Larry Bucshon (R-IN) would expand the size and scope of the Industry and Analysis office of the International Trade Administration (within the Department of Commerce) to monitor and respond to disruptions in industries and supply chains. This includes the establishment of a new "critical supply chain resiliency program" which maps, monitors, and models critical supply chains which is directed to collaborate with other governmental bodies to reduce supply chain gaps and vulnerabilities. Oppose is the Limited Government Position as this measure further grows the size and scope of government to unnecessarily monitor the flow of goods within the private sector. The free market - not central planning schemes by government bureaucrats - is the most effective method to direct the flow of goods across the economy and respond to any shortages in the supply chain.

The "No Paydays for Hostage-Takers Act" sponsored by Rep. Joe Wilson (R-SC) is intended to deter Iran and other hostile governments and individuals from hostage-taking or wrongfully detaining United States nationals by imposing sanction and other strict penalties. Most notably, the bill denies a visa to anyone seeking admission to the United States as a representative to the United Nations if they are sanctioned under terrorism or weapons of mass destruction proliferation Executive Orders. According to the sponsor, "mass murderer and terrorist Ebrahim Raisi hates the United States, pledges death to America, yet applies and is granted to travel to New York annually for the United Nations, this hypocrisy is unacceptable". The Rep. Chip Roy (R-TX) amendment #2 to the "Reforming Intelligence and Securing America Act" would require the FBI to report to Congress on a quarterly basis rather than an annual basis the number of U.S. person queries conducted under the Foreign Intelligence Surveillance Act (FISA). Additionally, the bill grants the chairs and ranking members of the Committees on Judiciary and Intelligence in the House and the Senate, the ability to go to the Foreign Intelligence Surveillance Court (FISC). According to the sponsor, this measure is necessary "to just have more reporting and more understanding of what is happening in the FISC" considering that "we have before us real and obvious abuses-278,000 of those abuses, going after the American people". Support is the Limited Government Position as countless Americans have had their Fourth Amendment rights infringed through warrantless spying under Section 702 of the Foreign Intelligence Surveillance Act (FISA). This amendment helps protect civil liberties by strengthening government transparency and accountability.

Expanding these benefits to all members of the national guard and reserve will not only cost taxpayers billions in additional costs, but may also persuade individuals to select reserve positions over active service roles.

Harming Recruitment Efforts of Active Military Personnel by Providing GI Bill Education Benefits to All National Guard and Reserve Members.

The "Cutting Green Corruption and Taxes Act" sponsored by Rep. Gary Palmer (R-AL) would rollback climate and environmental justice programs established in the Inflation Reduction Act (IFA) including the repeal of the "Greenhouse Gas Reduction Fund". The bill also eliminates an Environmental Protection Agency (EPA) program which provides incentives for petroleum and natural gas systems to reduce their emissions of methane and other greenhouse gases, as well as a charge placed on certain facilities for their methane emissions. Since 2012, schools have only been able to serve fat-free or low-fat milk (2% milkfat) due to regulations championed by Michelle Obama. The "DHS Cybersecurity On-the-Job Training Program Act" sponsored by Rep. Shelia Jackson Lee (D-TX) would impose new mandates within the Department of Homeland Security (DHS) which require employees holding non-cybersecurity positions within the department, to be trained in matters relating to cybersecurity. The bill requires the program curriculum to be consistent with the "National Initiative for Cybersecurity Education Framework" and is expected to cost $1 million annually to implement (not including lost employee time). Oppose is the Limited Government Position as DHS already has the authority to train any of its employees on cybersecurity. Instead, this one-size-fits-all mandate grows bureaucracy and may take employees already well-versed in cybersecurity unnecessarily away from their duties.

Growing Government Bureaucracy through the "DHS Cybersecurity On-the-Job Training Program Act".

The Rep. Mariannette Miller-MeeksBiggs (R-IA) amendment #123 to the "Departments of Labor, Health and Human Services, and Education, and Related Agencies Appropriations Act, 2024" bans funding from being provided to the Centers for Disease Control and Prevention's firearm injury and mortality prevention research. The Biden administration requested $35 million for this program in his fiscal year 2024 budget request, which is a $22.5 million increase from fiscal year 2023. Support is the Limited Government Position as the role of the CDC is to prevent and contain diseases and pandemic outbreaks, which, as the nation witnessed with COVID-19, the Center needs to improve on. This amendment helps ensure the CDC does not utilize taxpayer funds to pursue purely politicized initiatives, such as gun control.

Cutting $22.5 Million at the Center for Disease Control that is Directed to Advancing Politicized Initiatives Surrounding Gun Control.

The "Inflation Reduction Act of 2022" serves as a slightly deflated version of the Biden Administrations "Build Back Better" social spending package. For example, the bill contains $369 billion in additional spending on climate and green energy policies and $64 billion in subsidies to prevent insurance premium spikes under the Affordable Care Act. Furthermore, the bill provides $80 billion to the IRS to hire 87,000 additional agents and imposes a 15% corporate alternative minimum tax. Oppose is the Limited Government Position as the tax hikes imposed on corporations will weaken economic growth and investment by transferring an even greater amount of private sector resources to government. Additionally, the country is not in a position to increase wasteful or unnecessary spending when congress is running a budget deficit of $1.4 trillion. Significant spending cuts must take place across government in order to reverse our $30 trillion national debt, which, when coupled with the over $185 trillion in unfunded federal liabilities, represents the greatest existential threat facing this country.

Reducing Economic Growth Through $750 Billion in Wasteful Spending and Tax Hikes Under the "Inflation Reduction Act".
